About the Mission You Will Join :

VMD is rapidly growing IT services company focused on tackling some of the big challenges in Immigration, Travel, and Critical Infrastructure Protection.

We are looking for dynamic individuals to act as "Game Changers" in driving operational efficiency to our customers. In this role, you will be supporting the Department of Homeland Security mission, specifically working to enhance the immigration experience through IT modernization and innovative digital strategies.

Your Impact to the Mission :

As the Program Manager you will be responsible for all work performed within the scope of the project including organizing, planning, scheduling, implementing, controlling, analyzing, and reporting on all elements of a highly complex modernization program.

You will also be provided the resources and authority to ensure efficient and timely program execution and shall be the focal point for all required program tasks.

• Supporting the development, maintenance, and implementation of a Program Management Plan (PMP), Performance Management Plan, and a Risk Management Plan to provide program management support in adherence to DHS policies and guidelines.
• Serving as the federal government's primary point of contact for the program and keeping VMD's corporate leadership informed of progress and status.
• Providing information on compliance with the contract performance parameters in the format agreed-upon with the Government during monthly Program Status Reports.

Experience Needed to Be Successful :

• Proven track record leading teams comprised of 25+ technical staff members. You will oversee multiple teams consisting of scrum masters, technical leads, developers, testers, security engineers, and business analysts and execute tasks with independent release schedules.
• Experience with Agile delivery on highly complex cloud / software development programs.
• Knowledge in delivering cloud based solutions and services in a mission critical environment.
• Experience defining all project activities and milestones required to meet objectives and deliverables, properly sequencing tasks and estimating effort with project team members doing the work, determining the critical path, and leveling the project schedule.
• Experience monitoring program execution to identify obstacles and deviations from plan and takes corrective action as needed.
• Experience conducting continuous risk assessment and management including developing measures to reduce risk in program execution.
• Experience developing metrics and reports for tracking program execution.
• Experience with contract management, budgeting, and resource allocation, including management of subcontractor personnel.
• Proficient in development of plans, assigning tasks, monitoring performance, communicating progress, resolving conflicts, and escalating issues.
• Experience with all aspects of configuration management planning including configuration identification, change control, configuration status accounting, configuration audits, configuration documentation.

Desired qualifications and Experience :

• 10 years leading dynamic, agile software programs.
• Experience delivering mission critical systems in the immigration and travel domains.
• Proven track record in implementing Agile methodologies to improve software delivery.
• Understanding of Event-driven architecture and Human Centered Design Principles.

Basic Qualifiers :

• Education Requirement : Bachelor's degree in Computer Science, Computer Engineering or equivalent
• Can Additional Years of Experience Substitute for Degree? Yes
• Required Certification(s) : Project Management Professional (PMP) and Certified Scrum Master (CSM)
• Desired Certification(s) : Agile Certifications i.e SAFe Agilist, SAFe Practice Consultant, SAFe Practitioner. Any Cloud certifications is a plus
• Minimum Years of Overall Experience : 8
• Minimum Years of Specific Experience in Field : 8
• Minimum Clearance to Start : Public Trust
• Work Status Allowable : US Citizen

The Type of Person That Will Excel :

• Strong verbal and written communicator, able to navigate a highly complex environment with multiple product owners.
• A proven leader with experience transition programs with a total contract value of $50M+.
• Understanding of and willingness to participate in corporate growth initiatives.

Travel and Telecommuting :

• Travel : Little (less than 10%)
• Telecommute Options : Hybrid. Occasional trips to client site for meetings. Candidate needs to be located in the DC metro area.
