The purpose of this position is to maintain the safety, capacity and reliability of the roadway and transportation systems. This is accomplished by analyzing and monitoring traffic patterns and signal operations, reviewing intersection design performance, supervising traffic plan preparations and plan review, managing capital and signal system design and upgrade projects, responding to requests and inquiries, identifying safety concerns, reviewing and interpreting crash reports, and reviewing traffic impact analyses. Other duties include participating in outside organizations and with outside agencies, assisting with traffic management during special events, maintaining records, supervising staff, overseeing development, and performing evaluations.

Responsibilities

  • Optimizes traffic signal systems by collecting data, observing operations, analyzing data, evaluating individual intersections, entering data, optimizing signal phasing and timings, reviewing and adjusting to optimize performance, adjusting and verifying timings, monitoring trends, and identifying safety and capacity restraints.
  • Manages intersection and system improvement projects by identifying projects and enhancements to programs, designing or overseeing improvement plans, assisting construction personnel, implementing construction phase timing plans and signal operational features, designing and implementing signal phasings and timings, and monitoring improvements.
  • Monitors signal systems by utilizing video surveillance, responding to citizen concerns, revising and adjusting timing changes, adjusting system to mitigate impacts, and educating the public regarding traffic control devices.
  • Maintains future capacity of roadway systems by establishing goals and priorities, providing technical input, reviewing impact analyses, and developing access management designs.
  • Oversees scheduled maintenance by reviewing and negotiating reimbursement agreements with outside agencies for maintenance costs, reviewing maintenance logs, and submitting reimbursement requests.
  • Develops and evaluates staff by identifying and scheduling seminars and classes for subordinates, and observing work performance and evaluating.

Education and Experience

Bachelor's Degree or higher in Engineering and 4 years of progressively responsible engineering experience, including a minimum of two years signal timing and analysis experience. Must have a North Carolina Professional Engineering License or ability to obtain within 180 days of employment.

Other Requirements

  • Must have a Class C Driver's License.
  • Preferred Qualifications

  • Knowledge of MUTCD and NCDOT traffic signal design and operation standards.
  • Knowledge of fiber optic routing and splicing design.
  • Knowledge of serial and ethernet system communications, including IP scheme design and protocols.
  • Experience with ATMS software and signal optimization software (Synchro, Tru-Traffic).
  • Previous supervisory experience.
  • This position will require a post-offer driving history check, education verification and drug screen.

    Physical Demands

    Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree.

    Working Conditions

    This position generally requires work in an office setting.

    Hiring Range

    $95,000 to $105,000 Annually. Salary dependent on qualifications.
