What's the Opportunity?
Anchor QEA is seeking an experienced U.S. Army Programs Manager / West Business Development Lead to support our engagements with the U.
S. Army and the U.S. Army Corps of Engineers (USACE), and other DoD entities, within our Federal Business Line. In this pivotal role, the ideal candidate will be responsible for building and maintaining strong relationships with the client and other federal agencies, aligning Anchor QEA's services with their priorities and needs.
The ideal candidate will possess a proven track record in managing client accounts, driving business development, and delivering exceptional service in the engineering and environmental sectors.
Responsibilities :
Client Relationship Management : Cultivate and maintain trusted relationships with key stakeholders across multiple U.S. Army / USACE Districts, the VA, and other DoD entities, including engineering, environmental, civil works, and geotechnical sections, to align with their strategic objectives and priorities.
Business Development : Identify and pursue opportunities for growth within the Army / USACE / DoD portfolio, including expanding services and offerings that address emerging needs.
Account Strategy : Maintain and update an annual account plan, implementing account strategies to drive sustainable revenue growth with specific defined year over year goals for Key Performance Indicators.
Collaboration : Work closely with internal teams, including operational leaders and technical experts, to coordinate service delivery and promote client satisfaction.
Performance Monitoring : Track and assess client performance metrics, identifying areas for improvement and facilitating discussions to enhance service delivery.
Proposal Development : Lead the preparation of proposals and presentations for Army / USACE and DOD, or VA, opportunities and projects, aligning with client expectations and Anchor QEA's capabilities.
Account Reviews : Prepare and conduct regular account reviews with Anchor QEA's leaders to promote transparency and alignment on project goals and performance.
Industry Insight : Stay informed about trends and changes within A / E / C, providing valuable insights to Army / USACE, other DoD, or VA programs.
Metrics :
- Utilization goal - 30% by year 2.
- Bookings / Sales goal - $1M 2025; $2M 2026; TBD after 2026
- Revenue goal beginning - $500k+ beginning in year 2026

What Are We Looking For?
- BA / BS plus at least 12 years of relevant engineering management, public administration, or similar experience, and demonstrate at least 4 years of leadership experience
- Experience working with the Army and / or USACE to provide for engineering, environmental, civil works, or geotechnical services
- Experience successfully conducting client account management and business development.
- Strong understanding of the Army's and USACE's mission, programs, and procurement processes.
- Proven ability to build and maintain relationships with federal clients, demonstrating exceptional interpersonal and communication skills.
- Experience in managing complex projects and cross-functional teams to meet client objectives.
- Demonstrated ability to drive business growth through effective relationship management and service delivery.
- Strong proposal development and presentation skills.
- Ability to analyze performance metrics and implement strategies for continuous improvement.
- Willingness to travel as required for client meetings, project requirements, and engagements up to 40% of the year : overnight travel is required.
Travel is anticipated to consist of business meetings (corporate, client, and partners) : audit of field work at project sites across the United States.
Due to the nature of this work, US Citizenship is required.

Salary and Other Compensation :
- Salary Range : $175,000 -$215,000 annually
- Annual Bonus
- Other potential bonus types : Billable Time Bonus, Spot Bonus, Milestone Anniversary Bonus, Receiving Professional License / Certification Bonus, Peer-reviewed Publication Bonus, Employee Referral Bonus.
Base Level Benefits for Regular Full-Time Positions :
