THE POSITION The , Department of Public Health (), is currently seeking a physician as the , who will oversee major areas of the Infectious Disease Section.

This role is also designated as the Deputy State Epidemiologist and will assist the Director of Infectious Diseases and State Epidemiologist in the control of communicable diseases in the state.

The programs this position oversees are busy and high profile within the Infectious Disease Section with major Public Health Emergency Preparedness responsibilities and routine responsibilities to conduct surveillance for and investigate outbreaks of illness for approximately 70 reportable infectious diseases and conditions.

These programs are more than 80% federally funded, primarily through two cooperative agreements with an annual budget of more than $14 million.

This position will work collaboratively with the other parts of the Infectious Diseases Section including the HIV / STD / TB &HCV Programs. HIGHLIGHTS

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health, Infectious Disease Section, this class is accountable for directing the Epidemiology and Emerging Infections Program for the prevention and control of infectious and other diseases.

EXAMPLES OF DUTIES

  • Directs staff and operations of Epidemiology and Emerging Infections Program;
  • Coordinates, plans and manages program activities;
  • Formulates program goals and objectives;
  • Develops or assists in the development of related policy;
  • Interprets and administers pertinent laws;
  • Evaluates staff;
  • Prepares or assists in preparation of program budget;
  • Maintains contacts with individuals both within and outside of program who might impact program activities;
  • Oversees grant preparation and monitoring;
  • Oversees field investigations / surveillance of infectious disease and foodborne, waterborne and institutional outbreaks of illness throughout the state;
  • Advises physicians, hospitals and local health departments on a variety of infectious disease issues;
  • Designs and implements special epidemiological studies, writes strategic and operational plans regarding infectious disease;
  • Drafts regulations and legislation and prepares written legislative testimony;
  • Educates the public, students, medical and public health professionals on infectious disease;
  • Precepts students in public health related fields;
  • Prepares scientific papers and reviews scientific papers prepared by staff;
  • Communicates with the media on public health issues;
  • Represents the agency on federal and state advisory groups;
  • Serves as a liaison regarding infectious disease surveillance and control to the Centers for Disease Control and Prevention;
  • Participates in the Incident Management Team;
  • Acts in the absence of the Director of Epidemiology;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of and ability to apply management principles and practices; relevant state and federal laws, statutes and regulations;
  • principles and practices of medicine and public health measures with special reference to prevention and control of infectious and other diseases;
  • Knowledge of principles of vital statistics;
  • Considerable interpersonal skills; oral and written communication skills;
  • Ability in modern methods of investigation, study and control of diseases.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience in medical practice involving infectious diseases, preferably including public health work or in public health practice involving infectious diseases.

PREFERRED QUALIFICATIONS

  • Experience with the microbiology and pathogenesis of reportable infectious diseases and conditions, including vector borne and zoonotic diseases, influenza and COVID-19, healthcare-associated infections, and antimicrobial resistance.
  • Experience with public health programs or surveillance systems focused on prevention and monitoring of infectious diseases with an emphasis on developing and implementing new initiatives in a dynamic and resource-limited environment.
  • Experience with staff oversight and supervision, including assigning and reviewing the work of staff; providing staff training;

building and leading teams; conducting performance evaluations. Ability to foster a collaborative and innovative culture in a hybrid work environment.

  • Experience and strong skills in engaging and collaborating with a wide range of stakeholders, including public health officials, community leaders and partners from the private sector.
  • Experience in program administration and management including experience : (1) developing and managing federal cooperative agreements or grants, budgets, or contracts;

2) developing policy or legislation; (3) designing, implementing, and evaluating new programs and interventions; (4) adapting quickly to changing priorities and requirements.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess a license to practice medicine and surgery in Connecticut. A temporary permit may be granted for a period not to exceed one (1) year.
  • Completion of medical residency must be in internal medicine, pediatrics, family practice or preventive medicine.
  • Incumbents in this class must be willing to periodically undergo tests or immunizations for communicable or infectious diseases.
  • Incumbents in this class may be required to travel.
