The Department of Citywide Administrative Services (DCAS) seeks to hire an Assistant Commissioner who will function as the Assistant Commissioner / Deputy Chief Financial Officer (CFO) within the Fiscal and Business Management (FBM) Line of Service.

Fiscal and Business Management (FBM) is responsible for providing strategic financial management of the agency’s $2B expense budget and $13B capital budget.

FBM units include the Agencywide Expense Budget, Bureau of Audits and Accounts, Capital Budget, Revenue Budget and the Nonpublic Schools Security Reimbursement Program.

Reporting directly to the Deputy Commissioner of the Fiscal and Business Management, the position will be responsible for overseeing preparation and management of the agency’s expense, revenue, and capital budget.

This includes overseeing the preparation of the agency’s budget, the tracking and projecting of PS & OTPS expenditures, headcount levels, and reviewing capital project requests.

Responsibilities include :

  • Oversee the annual budget review process, analyzing and forecasting revenue collections and agency expenditures, managing agency headcount, and reporting budget information to the Deputy Commissioner.
  • Coordinate with DCAS Lines of Service (LOS) regularly to project out agency-wide expenses.
  • Oversee the coordination claiming and tracking of grants.
  • Develop new needs requests to Office of Management and Budget (OMB) in coordination with DCAS Lines of Service.
  • Coordinate communication with OMB on finance related matters.
  • Coordinate responses to internal and external requests for agency and programmatic budgets.
  • Formulate recommendations and advise the Deputy Commissioner of Finance, and other senior management, flagging issues such as potential budget surplus / deficits and special budget circumstances.
  • Create, review, and update finance policies for agency-wide implementation.
  • Develop strategies to improve long term budgetary planning and governance structures.
  • Coordinate agency-wide finance trainings.

Minimum Qualifications

  • 1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following : working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research;
  • in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, social services program planning / evaluation, or fiscal management;

or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity.

Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills

Preferred skills include, but not limited to :

  • This position requires strong analytical, interpersonal, and communication skills.
  • Candidates should be highly motivated, proactive, and able to work well independently and as part of a team.
  • Excellent written and verbal communication skills, effective problem-solving skills, and the ability to prioritize, manage time, and engage in multiple tasks in a fast-paced environment.
  • Minimum of five years’ experience working in fiscal services, preferably at a New York City agency, of which two years should be in a managerial position.
  • Candidate must have experience working on funding requests, budget reduction proposals, and year-end closing projects.
  • Overall understanding of City budgetary process and regulations required.
  • Knowledge of Citywide rules, regulation, policies, and procedures issued by the Office of Management and Budget.
  • A working knowledge of FMS / 2 and FMS / 3 InfoAdvantage tools is a plus.
  • The ability to identify and advise on issues both in macro and micro perspectives.
  • Ability to be flexible, think outside of the box, and comfortable implementing organizational change.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
