The Licensing Librarian focuses on electronic resource licensing through the entire resource lifecycle. This position supports renewals, licensing, and acquisitions for the over 25,000 items available electronically at Dahlgren Memorial Library (DML), including one-time and continuing purchases in support of the research, education, and patient care missions of the organization.

The Licensing Librarian provides expertise and guidance to the community on the expanding options for open source / open access resources, including open access journals, books, software, databases, and other information tools.

This is a mission-critical position with responsibilities in support of the education, research, and patient-care missions of the Georgetown University Medical Center, Dahlgren Memorial Library, and MedStar / Georgetown University Hospital.

Additional duties include, but are not limited to :

Assist the Assistant Dean for Resources & Access Management (ADRAM) with negotiating and reviewing licensing agreements for electronic resources and services, ensuring that they align with DML and University policies and practices.

Work closely with the Systems and Analytics Librarian, the Georgetown Identity Management team, and other stakeholders such as MedStar, ensuring that licensing terms correctly identify the actual users for the resources and that access and authentication align with licensing terms.

In conjunction with colleagues, steer resource license agreements through the complex University contracting and procurement process to perform budget reconciliation, especially for resource expenditures amortized on a monthly basis.

Collaborate with the Georgetown Contracts Department, Procurement Services Department, and the Office of the General Counsel on best practices for licensing.

Create and maintain records in the Electronic Resource Management System (ERM), ensuring that access dates, titles, and other entitlement data is accurately recorded and shared with the appropriate departmental colleagues.

Work closely with suppliers to ensure the library has defined entitlements, access, and usage rights for the content that is purchased and subscribed.

Assist the ADRAM with complex funding arrangements for interdisciplinary e-resource packages among GU departments and libraries, participating in the development and maintenance of guidelines for standard license terms.

Support responses to license breaches in consultation along with technical, administrative, and supplier staff.

Manage the library’s Open Access support, including approving APC funding requests as needed, tracking OA support, and regularly reporting on Open Access ROI.

Identify, manage, and promote relevant Open Source / Open Access resource content for the community, providing oversight and promotion of video content within the DML collections.

Work Interactions

The Licensing Librarian works under the general supervision of the Assistant Dean for Resources & Access Management at the Dahlgren Memorial Library.

This position supervises students and Hoya Temp staff as assigned. S / he plays a significant role in linking / integrating DML resources into the research process and the curriculum.

Requirements and Qualifications

MLS, MLIS or other relevant advanced degree from an accredited institution

2+ years of relevant library experience

Experience working in a library’s technical services / resources department or administrative / operations

Evidence of excellent verbal and written skills, and ability to communicate clearly and effectively and work well with diverse members of an academic medical center community, including co-workers

Willingness to learn new skills and to flexible, navigate ambiguity, and adapt to change in a dynamic environment

Preferred Requirements and Qualifications

Experience with the challenges and opportunities in library licensing

Familiarity with current trends in open access agreements

Understanding of procurement and budgeting for library resources, including use of an electronic resource management system

Ability to be successful working in an environment that requires a strong attention to detail, a high degree of accuracy, and good judgment

Ability to communicate effectively verbally and in writing with a variety of constituents while focusing on customer service

Demonstrated technological proficiency, including the ability to understand new technologies, adapt to using different systems, platforms, and processes

Familiarity with the academic health sciences library environment

AHIP (Academy of Health Information Professionals) accreditation (must pursue accreditation if hired)

Pay Range :

The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is :

$44,022.00 - $73,406.80

Compensation is determined by a number of factors including, but not limited to, the candidate’s individual qualifications, experience, education, skills, and certifications, as well as the University’s business needs and external factors.
