Lawrence Berkeley National Laboratory (LBNL) is seeking a Campus Planning and Infrastructure Manager to join the Laboratory Infrastructure Planning Office in the Operations Directorate.

LBNL is undergoing a unique period of infrastructure transformation highlighted by a modernization campaign, which is reimagining our use of existing facilities and brownfield development of strategic facility sites.

The Campus Planning and Infrastructure Development Manager ensures the long-term direction of the Laboratory’s physical and built environment is properly planned, prioritized in the context of resource constraints, and sited in alignment with the strategic goals of the Laboratory and the Department of Energy (DOE) Office of Science Mission.

This includes open space, buildings, non-motorized circulation, motorized circulation, utilities, and other infrastructure elements.

In addition, this position is responsible for managing the Space Planning, Environmental Planning, and Redevelopment Planning functions and resources necessary to successfully implement these programs.

The role also collaborates with multidisciplinary stakeholders, providing direction to related project delivery functional areas, scientific stakeholders, and operations policy owners.

What You Will Do : Technical Management

Technical Management

  • Lead special projects of a strategic development nature at the direction of the Strategic Infrastructure Officer.
  • Provide technical direction in developing conceptual design reports, massing studies, engineering assumptions, electrification and deep energy retrofit approaches, seismic safety retrofits, electrical resiliency strategies, sitewide power consumption modeling, and other critical campus planning documents.
  • Work collaboratively across all operational and scientific organizations leading efforts to gather, assess, analyze, prioritize, and to provide recommendations so that Berkeley Lab Senior Management can make informed decisions related to the modernization of the Laboratory’s real property portfolio and long-term campus planning objectives, in alignment with an evolving research mission.
  • Provide input on the definition and delivery of goals identified annually in the DOE’s Performance Evaluation and Measurement Plan.
  • Provide interpretation of new legislation, DOE orders and standards, and University of California policies.
  • Oversee the coordination of building space allocation and layout, communication services and facilities expansion.

Technical Design and Development

  • Develop and implement policies, procedures, design guidelines, space utilization standards, and performance measures to support a structured approach in delivering a comprehensive physical framework for the present and future development of the Laboratory’s Campus.
  • Support cross-divisional updates to highly technical documents that guide the direction of detailed design such as construction detail and design guidelines, master specifications, and the physical design framework.
  • Review and create design standards and / or framework for new or old work spaces, assessing the current state of the laboratory infrastructure from a physical environment standpoint.
  • Review and provide feedback on highly technical engineering design efforts of strategic importance to the Laboratory’s future built environment.
  • Provide input on policies that impact Laboratory-wide initiatives and planning projects.

Process / Facility improvements

Partner with the Real Property Infrastructure and Project Portfolio teams to maintain a multi-year, systematic approach for maintaining and improving site-wide systems (e.

g., utilities and roadways) to accommodate growth and other configuration changes necessary to ensure the success of Laboratory research programs and provide a safe and sustainable workplace for the entire Laboratory population.

  • Develop highly technical strategy formulation documents to address deferred maintenance reduction, facility modernization, net-zero implementation, and power coordination studies.
  • Collaborate with Berkeley Lab Senior Management, the DOE Berkeley Site Office & Headquarters Representatives, the UC Berkeley Campus, the UC Office of the President, and the City of Berkeley on various campus planning issues that are generally of a highly complex, technical and sensitive nature..
  • Lead highly technical benchmarking activities related to long-term planning, design and construction, and facilities operations;

utilize data from partnerships with other National Laboratories, University of California Campuses, and industry to support improvements to Laboratory policies, procedures, and practices.

Campus Planning Team Management

  • Manage Space Planning and Environmental Planning staff (currently 6 employees) and resources to accomplish Campus Planning activities, including staffing, budgeting, performance management, development / training, and succession planning.
  • Lead the selection and hiring of architectural and engineering consultants.

What is Required :

  • Bachelor’s degree in Architecture, Planning, Engineering or related field in Campus Planning.
  • Extensive work experience (15+ years) in campus planning, master planning, plant engineering, brownfield redevelopment, and / or real estate development.
  • Experience managing planners, architects, engineers, project managers, drafters, and other resources (such as contract employees and consultants), including hiring, performance management, and career development and succession planning.
  • Extensive experience working with senior and executive management on institutional-wide initiatives (e.g., Site Master Plan, Long Range Development Plan, Master Space Plan).
  • Demonstrated space management planning experience, including developing and implementing strategic space master plans and strategies involving workplace efficiencies and adjacency requirements.
  • Ability to analyze and provide feedback on highly technical architectural and engineering design reports.
  • Superior oral and written communication skills to effectively collaborate, influence, negotiate, advise, explain and present.
  • Demonstrated ability to interact, manage and work effectively with diverse work groups, including management, technical, scientific, administrative, union and non-union staff.
  • Excellent project management and organization skills, with demonstrated ability to manage multiple projects and goals across division, institutional and customer objectives.
  • Experience in handling complex financial / budget operations issues.
  • Experience with computer and electronic information systems, including databases, corrective action tracking systems, and AutoCAD.

Desired Qualifications :

  • Professional Engineer or Licensed Architect in the State of California.
  • Project Management Professional (PMP) Certification.
  • Experience working at a University, National Laboratory, Research Park, or other heavy compliance-oriented environment.

Notes :

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • This position is expected to pay $190,000- $250,000 per year which fits within the full salary range of $171,000 - $289,000 per year for the G02.

3 Facilities Technical Manager 2 classification. Salary for this position will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, and aligned with the internal peer group.
