Basic Eligibility For A Position With The NRO

Where You Will Work

The position is assigned to Business Plans & Operations (BPO) Directorate and is matrixed to the Management Services and Operations (MS&O) Directorate within the National Reconnaissance Office (NRO).

The Budget Analyst will be assigned as the ADF-South West (ADF-SW) Budget Lead to support MS&O and Mission Operations Directorates (MOD);

two complex organizations responsible for NRO satellite operations and worldwide facility operations. The officer will lead a team of one government and two contractor employees.

The officer's responsibilities will cover a wide range of multi-disciplinary activities within financial management to include analysis of financial reports, execution of current year budgets, coordination of funding actions, development of inputs to the Intelligence Program Budget Submission (IPBS) and Congressional Budget Justification Book (CBJB), entering and validating program financial data in various tools, and preparation of financial briefings for management.

This is a full-time position that is open from May 30th, 2024 to June 13th, 2024. Resumes must be submitted by 11 : 59pm EST on June 13th, 2024.

What You Will Be Doing

  • Directs a program or major program segment with significant resources. Exercises overall supervision over the establishment and management of a Directorate’s / Office’s position structure which will best serve mission needs by providing the optimum balance between such elements as economy, efficiency, skills utilization, employee motivation and employee development.
  • Makes decisions on work problems presented by subordinate supervisors. Evaluates work performance of subordinates, interviews candidates for positions, and recommends appointments, promotions, or reassignments.
  • Makes decision on non-routine, costly and / or controversial training needs and training requests related to employees in the unit.
  • Reviews and assesses costs and schedules performance for all assigned programs. Assessments are generated using performance management tools and techniques such as earned value management, cost performance reports and contract funds status reports.
  • Participates in Senior Review Boards, Engineering Review Boards, Integrated Baseline Reviews, Joint Surveillance Reviews and Budget Reviews with other government agencies as required.
  • Addresses and resolves Program Office requirements, serving as liaison for budget issues between program management, Business Plans and Operations and other financial entities.

What You Need

  • Knowledge of the full range of personnel management methods and practices to include the technical and administrative supervision of subordinate staffs, with the ability to determine appropriate workload mix, and major objectives and resources levels.
  • Demonstrated ability to plan workflow, make work assignments, adjust workloads and adapt or modify procedures as necessary according to resources and other requirements.
  • Proven ability to lead and independently supervise and manage an organizational unit, develop performance standards and procedures, and perform effective management of daily operations.
  • Expert knowledge of program management, methods and practices, to include the allocation of financial and manpower resources.

Ability to negotiate with colleagues to determine solutions to complex and controversial budget, program, and manpower issues.

  • Subject matter expertise of finance, accounting, budget, cost analysis, and management functions. This includes knowledge of DoD acquisition requirements, development, and approval processes.
  • Skill in application of analytical methods and techniques to evaluate program plans and funding which involves substantial resources, and requires extensive changes in established concepts and procedures.

Desired Qualifications

  • Experience with NRO missions, programs, and management processes.
  • Knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes.
  • Government acquisition experience or equivalent

Other Information

DoD FM Certification : This position requires DoD Financial Management Level III certification. The employee will be allotted 24 months in which to achieve the Financial Management certification requirement in accordance with DoD Directive 5118.

03 and section 1599d of Title 10, USC. Once certified, the position has a continuing requirement for professional education and training in order to maintain and improve their Financial Management proficiency and skills.

DAWIA : Employees Grades 14-15 designated in Critical Acquisition Positions, must meet appropriate certification requirements IAW the DAWIA within the designated grace period (Professional- 3 years / Foundational- 3 years / Practitioner- 5 years / Advanced- 4 years) after accepting the position.

As a Critical Acquisition Position (CAP) unless specifically waived by the appropriate Component Official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the employee is grandfathered under 10 U.

S.C. 1736 (c) (1), the following are statutorily mandated requirements (Reference 10 U.S.C. 1733 and 1737).

1. Employee must execute, as a condition of employment, a written tenure agreement to maintain in Federal Service in this position for at least three years.

In signing such an agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.

2. Employee must have 4 years acquisition experience.
