Idaho Public Utilities Commission
The Commission regulates investor-owned or privately-owned utilities that provide gas, water, electricity, or some telephone services for profit as well as overseeing the safe operation of railroads and enforcing state and federal regulations safeguarding the transportation of hazardous materials by rail. The selected candidate will join the Utilities Division's Telecommunications section in Boise on the State of Idaho Chinden Campus, located at 11331 W. Chinden Blvd, Building 8. The Idaho Public Utilities Commission has an exciting full-time Utilities Analyst 2 opportunity. This position is eligible for the state benefits package.
Responsibilities
- Process formal and informal telecommunications inquiries and applications, and prepare staff comments for Eligible Telecommunications Company designation.
- Manage third-party provider contracts for the Universal Service Fund, Telecommunications Relay Fund, and the Idaho Telecommunication Service Assistance Program, including annual reports and RFP issuance assistance.
- Serve as liaison between the Department of Health & Welfare (DHW), telephone companies, ITSAP / Lifeline recipients, and other stakeholders.
- Respond to inquiries from telecom companies doing business in Idaho and those intending to do business in the state.
- Submit annual recertification letters on use of high-cost funds by ETCs.
- Review applications for Broadband Tax Credits and act as the point of contact for the Tax Commission.
- Process cases filed with the Commission, including rate cases, CPCN, ETC, and interconnection agreements; review and prepare decision memos for interconnection agreements.
- Complete other duties and projects as assigned.
- Analyze tariff changes for revenue effect and customer impact; research and compile data for economic models and elasticity estimates.
- Periodically audit regulated telecommunication companies; research regulatory decisions and trends in pending cases.
- Design and recommend procedures for compliance with Idaho telecommunications law; evaluate service quality and implement remedial procedures as needed.
- Identify issues requiring changes in legislation; assist with other duties and projects as assigned.
Minimum Qualifications
Good knowledge of the utility industry's services, operating characteristics, or engineering practices.Experience (typically at least one year) with a utility commission, utility company, customer group, or utility stakeholder group responsible for analyzing utility program operations; OR college-level utility-related coursework.Knowledge of utility rate structures and rate design practices.Experience interpreting and applying laws and regulations related to utility regulation; ability to perform mathematical analyses using computer models.Ability to prepare detailed written reports of study findings and recommendations and to make oral presentations to varied groups.Desirable Qualifications
Experience or knowledge with telecommunications regulation, policy, or programs.EEO / ADA / Veteran
