Field Purchasing Specialist
Job Summary
In this role, you will perform tasks involved in the formation and administration of purchase orders. You will prepare bidders’ lists, qualify bidders, form bid packages, issue bid requests, participate in negotiations, recommend commitments, secure approvals, communicate with suppliers and monitor supplier performance.
Your efforts are to ensure potential and current suppliers comply with purchase order requirements and provide the required service and results to meet project needs. #LI-CS1
Responsibilities :
- Works under general supervision to perform tasks involved in the formation and administration of purchase orders
- Prepares bidders’ lists and qualifies bidders
- Communicates with Engineering and Construction to assist and / or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions
- Forms bid packages and issues bid requests; coordinates bidders’ questions; and receives bidder proposals
- Prepares Commercial Bid Summary and recommendations to award
- Secures approvals in accordance with established procedures
- Prepares and commits purchase orders within their authority
- Prepares and maintains control and status reporting documents
- Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements and to assure supplier performance to the obligations within the purchase order
- Participates with Engineering, Construction and supplier representatives in discussions held to clarify purchase order documents and / or specification requirements
- Identifies, defines, and secures agreement regarding purchase order changes
- Initiates actions with the supplier or in-house functional group to ensure performance in accordance with the purchase order requirements
- Informs or works with other project Procurement personnel assigned to the administration of the order
- Assists project Procurement team when instructed in solving and attending to administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions
- Establishes files and controls for all outgoing and incoming correspondence on each assigned order
- Analyzes and distributes those suppliers’ reports specified in the order / contract
- Assists accounts payables with invoicing issues
Education and Experience Requirements :
Requires a University Hire with 1-2 years of experience or 5-6 years of relevant work experience
Required Knowledge, Skills, and Abilities :
- Knowledge and experience in purchase order administration including change management, monitoring supplier performance, backcharge procedures, and the resolution of claims and disputes.
- Skilled in working and communicating effectively, both orally and in writing, with other project functional groups, such as Engineering, Construction, Project Management, other functional groups, and suppliers.
- Proficiency in organizing tasks and completion within deadlines
- Continues to learn and apply professional concepts
