Job Summary
The Director of Emergency Management and Safety provides expertise and leadership on the planning, development, implementation, and assessment of the District's emergency management readiness and recovery programs to mitigate loss and damage and to facilitate business restoration and continuity.
The Director assures that the District's risks are evaluated and mitigated at each location and that all District locations are ready to respond in practical, productive, and effective ways to emergencies.
This classification is assigned at the District level only.
Essential Functions
40% Act as subject matter expert in Emergency Management (EM) and work with cross-functional teams, key leadership, and technical stakeholders in spearheading District-wide emergency preparedness and recovery efforts.
Develop, implement, and assess comprehensive district-wide policies, procedures, and practices relating to emergency management.
Establish program priorities and identify critical functions in order to prepare, respond, and recover from unexpected events.
- Identifies program gaps and vulnerabilities, supporting development plans with follow-up to ensure compliance
- Ensure interoperability and standardization of all emergency management programs across the District.
- Review student and academic / administrative units' event requests, assist with special event planning, and coordinate campus and external resources as needed.
- Coordinate the administration of the District's emergency communication systems.
- Develop and communicate clear protocols to clearly identify operational stakeholders with authority over emergency management and response procedures at the local level.
- Review, align, and coordinate alerts and warnings with District stakeholders, including MCCCD Police, Information Technology, Communications, Facilities, and external agencies as needed.
- Manage the district's employee volunteer Emergency Coordinator program, which includes recruitment, training, information sharing, and active engagement throughout the year.
30% Foster relationships and serve as a liaison with agencies and organizations such as the local EMS service providers, local Public Health, local hospitals, Red Cross, National Weather Service, and other agencies to integrate MCCCD into community emergency management planning and services
Ensure Continuity of Operations Plans (COOPs) are created and implemented, Emergency Management Plans (EMP) are updated, audited, and exercised.
Manage COOPs following a major emergency and disruption of MCCCD operations.
- Conduct vulnerability assessments and identify areas for programmatic revisions, ensuring that plans are up-to-date and responsive to potential hazards, formulating effective mitigation strategies to minimize risks, and enhancing overall safety and security.
- Provide executive-level reports on preparedness, plans, and findings, including tracking and resolving ongoing incident-related issues, root cause analysis, status and other post-incident review, preventative measures being implemented, and continuous improvement
- Provide support and assistance to ensure each college and the District Office meets all legal requirements with regard to emergency planning and preparedness, ensuring compliance across all emergency management efforts.
- Lead the implementation of regular and ongoing District-wide training programs, including tabletop, functional, and full-scale exercises, and ensure that the incident management team, faculty, staff, and students are equipped with the necessary skills and knowledge to respond effectively in emergency situations
- Identify available training resources, coordinate attendance, and maintain an accurate training database in compliance with current NIMS requirements.
20% Coordinate the District's Clery Act compliance program and consult with MCCCD Police Department as appropriate.
Monitor District compliance efforts regarding local, state, and federal emergency management standards, requirements, and industry best practices.
Monitor changes in federal, state, and local laws and requirements related to emergency preparedness.
- Prepare and maintain accurate data, records, and reports in accordance with applicable rules and regulations. Maintain websites related to emergency management.
- During emergencies and declared disasters, coordinate services with Federal, State, Local, and Private Sector Emergency Management agencies and partners.
Monitor, coordinate, and report on the status of emergency operations, state of emergency declarations, and disaster declarations.
Staff the Emergency Operations Center or Incident Command Post as required
10% Maintain inventory of emergency supplies and equipment and develop processes for replenishing or replacing inventory.
- Participate in and / or coordinate communications, such as news releases with Marketing and Communications staff.
- May require response to emergencies at any time of the day.
- Performs other duties as assigned
Minimum Qualifications
Bachelor's degree in emergency management or a related field and six (6) years of progressively Job responsible experience in emergency management in a complex, multi-site environment.
Experience in developing emergency preparedness strategies, COOPs, and delivering emergency preparedness training to diverse audiences.
Associate's degree in emergency management or a related field and eight (8) years of progressively Job responsible experience in emergency management in a complex, multi-site environment.
Experience in developing emergency preparedness strategies, COOPs, and delivering emergency preparedness training to diverse audiences.
High School Diploma or G.E.D. and ten (10) years of progressively Job responsible experience in emergency management in a complex, multi-site environment.
