SUBSURFACE UTILITY ENGINEERING (SUE) DEPARTMENT MANAGER
SUMMARY :
Department Management :
Responsible for the managerial direction of the Subsurface Utility Engineering Department. Manages budget, client relations, and business development.
Plans and directs activities, and provides overall leadership to the Department while ensuring a smooth interface with other disciplines within the firm and project teams.
Project Management :
Responsible for the management of SUE projects. Plans, manages, budgets and designs work involving the application of all conventional aspects of subsurface utility engineering to the functional area of the assignment.
Responsible for the overall delivery of the projects while maintaining the highest quality of work and financial success.
Exercises judgement in the independent evaluation, selection and substantial adaptation and modification of standard techniques, procedures, and criteria.
Coordinates with staff to review and edit collected data to ensure compliance with CI-ASCE 38.
ESSENTIAL DUTIES / RESPONSIBILITIES :
Department Management :
- Interacts with Marketing Team on a regular basis to insure that market trends are evaluated and backlog is reported.
- Develops New Clients / Projects - In working with past clients or developing contact with new clients, seeks out new projects that may exist or are being formulated.
Meets prospects, determines their needs, prepares proposals, presents proposals, and enters into contractual agreements with new clients.
- Completes proposals, contracts and invoices according to company policy.
- Develops client and professional networks through professional associations, committees, and business associations, and promotes the professional standing of the firm through those networks.
- Maintains project scheduling, reporting, and revenue forecasting according to company policy.
- Provides work assignments and reviews performance to ensure the efficient, cost-effective utilization of staff.
- Demonstrates creativity, foresight and mature judgment in anticipating and solving problems.
- Determines program objectives and requirements, organizes projects and develops standards and guidelines.
- Serves as Technical Advisor - Provides senior-level input and evaluation on projects. Assist project managers to establish project teams and is an active member of a project team when required.
Provides advice, counsel, and peer review to ensure the technical appropriateness and accuracy of field work, including subcontractor work, and all documents and reports.
- Maintains Technical Proficiency of Team Members - Monitors the technical skills of all newly hired team members. Develops and implements training / educational programs required by company personnel to keep the overall company at the leading edge of technology as it relates to the work being undertaken.
- Hires qualified and above-average individuals and provides training opportunities to enable these individuals to fulfill their responsibilities and develop professionally.
Establishes the communications channels required to be current on the regulatory changes and their implications on current and future projects.
- Monitors the performance of direct subordinates. Provides prompt and objective coaching and counseling. Reviews those employees and approves performance appraisals for those individuals.
- Assures that the duties, responsibilities, and authority of each role in Department are clearly defined, effective, and communicated to incumbents.
- Assures that effective communications are maintained within areas of responsibility. Where appropriate, informs employees as to plans and progress.
Conducts employee discussion sessions at regular and frequent intervals.
- Confers with the client, obtaining timely decisions and approvals to ensure the project flows smoothly and alerts the necessary personnel of any changes to proposed alterations in the established budget or contract.
- Reviews and monitors relevant plans and projects.
- Represents the company and its clients at various public meetings.
- Develops and implements quality control and review processes for Department programs and relevant projects.
- Establishes and implements a sound operational and organizational plan in direct support of the business plan.
- Assures crew adheres to procedures in the safety manual and uses all personal safety equipment provided.
- Develops and maintains annual Department business plan of personnel requirements, contracted backlog, project schedules, forecasted revenue and staffing needs.
Keeps management informed of Department's performance and financial matters.
Performs all other assigned related duties.
Project Management : Technical
Technical
- Obtain with either previous knowledge or by participation a basic understanding of field activities.
- Utilizes AutoCAD / MicroStation and various software applications.
- Visits project sites to review conditions as appropriate.
- Coordinates with other engineers, surveyors and technicians during duration of the project to ensure conformance to standards and contract specifications.
- Monitors the project's schedule and budget.
- Prepares correspondence, technical specifications and reports.
- Communicates with project team members, client representatives, review agencies and others as appropriate to projects.
Administration
- Reviews the scope of services and desired deliverables for each project and develops a task list prior to starting work.
- Attends and participates at client meetings as appropriate.
- Attends planning meetings.
- Coordinates the research of records and other public sources to obtain necessary project information.
- Maintains Invoicing - monthly billing reviews and editing of invoices for projects managed.
- Attends and runs project meetings with clients and other project stake holders.
Quality Control
- Reviews the final deliverable for completeness and accuracy prior to submittal.
- Coordinates with management as needed.
- Supervises Drafting staff.
General
- May travel out of town.

EDUCATION / EXPERIENCE :
Bachelor's Degree in Civil Engineering or a related field. Minimum of 5+ years of SUE experience required. Current Professional Engineer license in the state of Louisiana is required.
LANGUAGE SKILLS :
Ability to read, analyze and interpret complex technical documents and plans. Ability to compose clear and accurate reports.
Ability to orally query and obtain information. Ability to speak effectively to clients and professional peers.
MATHEMATICAL SKILLS :
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals.
Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY :
Ability to apply commonsense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.
