General Summary of Duties : The Subject Matter Expert is a member of the Outpatient Competency Restoration team which also includes a Master Instructor, Enhanced Peer Support Specialist, and a prescriber.

This team provides outpatient competency restoration to individuals who have been charged with misdemeanor and felony crimes and have been court ordered for restoration.

The Subject Matter Expert is responsible for using the Breaking Barriers C.O.R.E. curriculum to provide classes on competency restoration.

These classes address specific barriers to competency by assisting clients in gaining knowledge in the following : courtroom knowledge and understanding, optimal symptom management, relaxation and coping skills, effective communication (with attorneys and others in the court system) and other treatment modules as needed.

The Subject Matter Expert is responsible for coordinating care with the other Trueblood Programs, Forensic Navigators, and community providers to provide wraparound services to clients ordered into outpatient competency restoration.

The Subject Matter Expert will help the client secure needed resources and services to assist the client with staying in the community and reduce barriers to engagement within the program.

Supervisory Responsibilities : None Major Responsibilities / Tasks :

  • Contribute to the individualized treatment plan developed by the master instructor.
  • Facilitate psychosocial treatment service consisting of group activities or individual treatment sessions to address specific Barriers to Competency through utilization of the CORE modules and other treatment modules embedded within the Breaking Barriers Competency Restoration program.
  • Conduct individual treatment sessions for individuals that need additional support outside of group activities to reduce barriers related to their competency
  • Work with the Forensic Navigator to arrange for transportation or coordinate the use of telehealth, or travel in person to provide OCRP services to individuals outside of Spokane county.
  • Notify and coordinate care with the mobile crisis team and / or co-responder team if assistance is needed to locate individuals who are not attending OCRP services.
  • Work collaboratively with the Supervisor, Master Instructor, and Peer Support Specialist to identify interventions to reduce barriers with community integration, which may include identifying appropriate long-term resources and utilizing client support funds.
  • Collaborate with Trueblood system partners including FHARPS, FPATH and Forensic Navigators.
  • Reduce barriers to community integration, including transportation and other basic needs.
  • Participate as requested in the OCRP administrative meetings and Learning Collaboratives with HCA
  • In coordination with the Supervisor and / or Master Instructor, notify the Forensic Navigator of any concerns related to violation of the individual’s court order, including those that may not otherwise result in a Behavioral Concern Report.
  • Maintain client records and all other required documentation in a timely and confidential manner, in accordance with agency policies and practices.

Collect and document data in the Navigator Case Management system and other reporting systems at the direction of the HCA.

  • Ensure there is not duplication of services if the individual is enrolled with a behavioral health provider.
  • Provide crisis intervention and hospital diversion services to individuals at mild to moderate risk.
  • Complete suicide and homicide risk assessments with individuals at mild to moderate risk to determine a level of response needed to maintain the safety of the individual or others.
  • Assist Clinician II with accessing crisis hospital diversion resources and inpatient admission.
  • Other duties as assigned.

Minimum Qualifications : EDUCATION : Bachelor’s Degree in Psychology, social services, or behavioral health field.

EXPERIENCE : Entry level (no prior related work experience)

This position requires driving clients in a personal vehicle on behalf of the agency; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver's license in the state of Washington, and have reliable, insured transportation.

This position may require staff to enter the jail to engage with clients. The incumbent staff must be able to obtain jail access by passing background check annually.

LICENSURE : Agency Affiliated Counselor Registration. Preferred Qualifications : EXPERIENCE : Experienced (minimum 2 years of job-related experience)Experience in forensic population needs, co-occurring disorders treatment, individual and group therapy, vocational services, or substance abuse treatment.

The capacity to work well with children and families. Performance Requirements : KNOWLEDGE :

  • Maintain a working knowledge of current trends in community mental health, including health care reform and automation of job tasks using computer technology.
  • Maintain a working knowledge of mental health rehabilitation standards.

SKILLS :

  • Skill in establishing and maintaining effective working relationships with other employees, clients, organizations, and the public.
  • Communication Communicates clearly and concisely.
  • Computer skills Ability to operate a personal computer, fax machine, printer, and copier proficiently.

ABILITIES :

  • Demonstrated ability to meet or exceed productivity standards.
  • Demonstrated ability to work cooperatively and collaboratively as a team member.
  • Able to assist in building positive working relationships with staff of all agency departments.

Equipment Operated : Standard office equipment including computers, fax machines, copiers, printers, telephones, etc. Work Environment : Frequent mobility and / or sitting required for extended periods.

Mental / Physical Requirements : While performing the job duties, the employee is required to walk, sit, use hands and fingers, reach with arms, talk, or listen.
