Job Summary

Position : Management and Program Analyst, GS-0343-12

Division : Resource Planning Office

Unit : Business Process Management

The Business Process Management Unit (BPMU) is responsible for overseeing the automation and re-engineering efforts of the FBI's enterprise business processes.

The Enterprise Process Automation System (EPAS) was established to drive process improvements in support of the FBI's strategy.

The BPMU's key initiative is the continued support and improvement of an enterprise workflow management system at the FBI.

Through EPAS, BPMU is able to standardize, automate, measure, and control business processes by electronically disseminating and routing information, and generating reports and metrics to be used by FBI leadership to make informed business decisions.

BPMU is currently rebuilding its legacy applications in a new technology called PEGA. BPMU is looking for a Product Owner to support the new development and maintenance of EPAS applications.

BPMU Product Owners serve as the Government representative and project lead for EPAS development projects. Internally, they will be looked to as a SME on their portfolio's business processes and thus, regularly engage with stakeholders to understand their business needs.

A Product Owner organizes and rallies the team of analysts, developers and testers around the product vision and ensures the product meets delivery timelines and quality standards .

Working Hours : 8 : 00 a.m. - 4 : 30 p.m.

Salary : GS12 : $74,441.00 - $96,770.00 (Locality)

Full Performance Level : GS12

As of 10 / 01 / 2021, the MAPA career ladder has changed and is no longer a GS-7 / 9 / 11 / 12 / 13. Key Requirements

Must be a current, permanent FBI employee

Major Duties :

Conduct data-informed analysis and in-depth research to drive decisions and provide recommendations on how to make the FBI work more efficiently and effectively.

Evaluate incoming projects and appropriate fit to unit / division initiatives.

  • Facilitate execution of change management aspects of a project : communications, training, transition, and customer service / helpdesk.
  • Manage stakeholder engagement, including defining and prioritizing work for portfolio, lead Executive Management meetings and project management reviews, and coordinate release plan, project ricks, and blockers.
  • Mentor business analysts on the facilitation / elicitation of requirements and the re-engineering effort prior to development.

Provide feedback on their work, in order to achieve project success and develop analyst's skills.

Formulate detailed testing strategies to validate that system requirements are met, assist in performing tests, and ensure results are documented.

Specialized Experience (SE) :

GS12 : Applicant must possess at least one (1) year of specialized experience equivalent to the GS11 grade level. SE is defined as follows :

  • Experience planning, scheduling and conducting projects and studies in support of program operations.
  • Experience analyzing, interpreting, and applying complex, legislative, policy, and regulatory decisions to develop budgetary plans, policies, and guidance.
  • Experience creating presentations, written messages, reports, correspondence, briefings, charts, tables, and graphs, and presented these products to an executive audience.
  • Experience developing and recommending plans to management officials to improve the effectiveness and efficiency of work.

a. A Performance Improvement Plan (PIP) is a 90-day written developmental plan for an employee whose performance on one or more critical elements is rated "Inconsistent."

b. A Letter of Requirement (LOR) is issued when a supervisor identifies leave abuse and / or when frequent absences negatively impact operations of an office.

  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.
  • Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one-year commitment to the assignment, prior to moving to a new position at the FBI.

The 12-month waiting period begins the day an employee reports for duty at the new location.

Federal Travel Regulation provides that the Withholding Tax Allowance (WTA) plus the Relocation Income Tax Allowance (RITA) are designed to "substantially reimburse" an employee for the additional Federal, State, and Local taxes associated with a change of duty station and the FBI has the authority to compensate employees through the WTA and RITA.

  • Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
  • Memorandum for Record : Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e.

back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position.

If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record) :

a. Percent of time worked in the particular position (cannot conflict with main duties)

b. The month / year work began

c. Frequency worked (i.e., daily, monthly, etc.)

d. Specific duties performed
