Position Overview

About Greater New York Councils

Since its founding in 1927, the Greater New York Councils have helped over five million young people become Prepared for Life.

The Greater New York Councils serves the five boroughs of Manhattan, Queens, the Bronx, Brooklyn, and Staten Island; it is one of the few remaining purely urban Scout Councils in the United States.

Greater New York Councils (GNYC) serves nearly 9,000 young people a year by fostering healthy habits and personal fitness, with the safety of our youth paramount;

encouraging environmental stewardship; age-appropriate career exposure, after school programming, leadership development, life and emergency preparedness skills, and STEM Education.

GNYC’s major programs are Cub Scouts, Scouts BSA, Venturing, Sea Scouts, and Exploring. Additionally, we also offer a Cub Scout-based afterschool program, called Scoutreach, to 14 New York City public elementary schools situated in high poverty communities and serving predominately low-income families.

Whether joining a Scouting or Exploring program at age five or age 20, participants are part of a community of volunteers and members, taking part in activities that build character, leadership, civic engagement, career exposure, community, camaraderie, and fitness.

With three incredible camp properties Alpine Scout Camp, William H. Pouch Camp, and Ten Mile River Camp GNYC provides scouts and their families with the opportunity to connect with nature, while developing the self-reliance that brings confidence and self-worth into all other aspects of life.

Supervises : Two Reservation Directors, four Camp Rangers as well as 140 part-time and full-time camping staff (seasonal)

Position Summary

The Director Outdoor Programs and Properties for the Greater New York Councils is responsible for the overall operation of Ten Mile River Scout Camps, Alpine Scout Camp and the John E.

Reeves Cub World, and William H. Pouch Scout Camp. They are responsible to ensure the highest quality programs, delivered in a safe environment, with well-maintained facilities exceeding all Scouting America standards of operation and in compliance with New York, New Jersey and local laws and ordinances related to camp operations.

They are responsible for developing, presenting for approval and successfully implementing the camp operating and camp capital budgets of the council.

Responsibilities

  • Ensure the safety and wellbeing of all youth and staff participating in GNYC year-round camp activities.
  • Ensure all staff (full and part-time, regular and seasonal) participating in GNYC camp activities maintain up-to-date Youth Protection Training (YPT).
  • Establish and maintain processes and a culture of prevention of non-conformance with safety and protection laws, regulations, policies and procedures, and instill in all youth and staff prompt escalation of suspected or actual non-conformance.
  • Provide day to day leadership to the camping support team.
  • Manage camping vendors, including food services and outdoor adventure program providers.
  • Develop a marketing plan that will ensure growth in attendance in all outdoor programs.
  • Serve as the staff advisor to the Council’s Camping Committee and all its sub committees. Actively recruit qualified Scouters and professionals for the camping committee and sub committees.
  • In coordination with the camping committee, key camping staff, CEO, CFA and other key stakeholders develop a five-year camping strategic plan, implement and update the plan annually.
  • Provide leadership to the three camping directors and rangers to ensure they have the training and tools they need to be successful.
  • Ensure each camp meets all NCAP Standards and that staff maintain the required minimum credentials for the roles.
  • Responsible for developing and overseeing camp operating and camp capital budgets of the council.
  • Maintain accurate records and projections of expected camp attendance, develop thru-puts and pro forma projections by program and by property.
  • Ensure all fiscal controls and procedures are in place for cash handling and reporting in all camp operations and online related to camping reservations and programs.
  • Forecast and project all capital and operating income for camping operations.
  • Develop innovative fundraising strategies to support the camping operations.
  • Adhere to effective purchasing procedures for all camps in coordination with the Director of Administration and the CFAO.
  • Oversee recruitment and selection of key summer camp staff, summer personnel consistent with local, state, federal laws or ordinances and the standards of Scouting America.
  • Manage, development, planning and implementation of an effective pre-camp staff training programs, meeting or executing standards of Scouting America, and local, state and federal agencies.
  • Oversee and manage capital improvement projects at camp, including planning, budgeting, and coordinating with contractors and stakeholders to ensure timely completion and adherence to safety and quality standards.
  • Work with Chief Financial Administrative Officer and Enterprise Risk Committee of the Board to ensure that all required insurance policies and records are maintained, up-to-date and applied throughout the year.

Secondary Responsibilities

  • Develop and maintain a harmonious relationship with community leaders (Sullivan County, Tusten, Bethel, Cochection and Highland townships, NY DOH, NJ DOH, Alpine, NJ and Staten Island officials).
  • Increase property utilization of non-Scouting programs in all camps.
  • Maintain membership and build effective relationships with American Camping Association and New York State Camp Directors Association.
  • Keep up to date on industry trends in camping and Scouting America.
  • Strong knowledge of Scouting America programs.
  • Provide oversight to NCAP planning, record keeping and implementation for all camps.

Education

Bachelor’s degree from an accredited four-year college or university

Qualifications

  • Bachelor’s degree from an accredited four-year college or university
  • 10+ years of management experience in the Camping or Outdoor Standards industry or related field.
  • Ability to work with a variety of individuals in the business world
  • Ability to work with scouting volunteers
  • Strong interpersonal skills both written and oral
  • Must maintain a valid driver’s license and be willing to drive as part of job duties

Salary or Salary Range :
