The Health and Specialty Care System’s (HSCS) Competency, Training, and Development (CTD) Director oversees the operation of the CTD Department in Staff Support Services within the Business Operations Unit.
HSCS serves 23 facilities in Texas with over 18,000 employees to provide care to individuals with mental illness and intellectual disabilities.
The CTD Director will ensure the CTD Department provides exceptional customer service to the HSCS Facilities executive team and facility staff.
The director will exhibit excellent communication and interpersonal skills, and the ability to interact effectively with people at all levels of the organization.
- Work of the CTD team involves : supporting facility CTD Departments by providing training content as requested; creating and maintaining instructor-led and computer-based training and curriculum;
- responding to inquiries; providing guidance based on state mandates and HHS / HSCS policies and procedures; keeping accurate and up-to-date materials and records;
data management and reporting; professional instructor certification; and facilitation of division-wide training. Some support of other HHS agencies and divisions is also required.

The ideal candidate will implement data-driven evaluation of content, projects, and team performance and will use lessons learned to promote continual quality improvement of services and supports.
Administrative duties include but are not limited to employee performance and time management, workload management to optimize use of the team’s time, and development and management of the training department budget.
Essential Job Functions :
Manages the daily activities of the HSCS CTD team; plans, develops, and approves schedules, priorities, and standards for achieving goals, and conducts annual performance evaluations for HSCS CTD employees;
Implements internal training sessions for HSCS CTD staff on new training techniques and topics. (20%)
Fosters strong, professional relationships with executive leadership, facility leadership, and facility CTD staff (our customers), ensuring prompt and solution-oriented responses from the HSCS CTD Team to facility inquiries.
Aligns with the vision and strategic goals of HSCS Executive Leadership while promoting a culture of collaboration, flexibility, and mutual respect.
Regularly assesses customer expectations and preferences to ensure solutions are tailored to meet their needs. (20%)
Develops and implements HSCS CTD department guidelines, techniques, and standard processes for training development, coordination, and delivery to ensure consistency with HHS / HSCS policies and procedures, Texas Administrative Code, industry standards, and executive directives;
ensures policy, procedures, and processes are accurately implemented by providing routine feedback to the HSCS CTD team. (20%)
Utilizes project management and process improvement tools to evaluate processes and implement solutions to increase efficiency, reduce waste, eliminate defects, and visually report data to stakeholders.
Attends manager and leadership development trainings for career development, and innovative and modern training workshops / conferences for professional development.
Collaborates with other agencies to help identify and review training programs that introduce the latest innovative training techniques and topics. (20%)
- Evaluates the effectiveness of training programs using a variety of methods including but not limited to surveys, assessments, metric analysis, and feedback from employees and leadership;
- reviews course content on a scheduled basis and identifies opportunities for improvement; utilizes data to improve training delivery;
maintains an ongoing list of identified topics and / or requests for training needs. (15%)
- Manages the HSCS CTD Budget; Coordinates delivery, pick up, distribution, and proper storage of materials; Ensures the HSCS CTD SharePoint page is up-to-date with information for all relevant audiences and that branding is consistent with the Staff Support Services SharePoint design. (5%)
- Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Other duties as assigned include but are not limited to actively participating and / or serving in a supporting role to meet the agency’s obligations for disaster response and / or recovery or Continuity of Operations Plan (COOP) activation.
Knowledge Skills Abilities :
- Knowledge of modern adult learning theory, training evaluation methodologies, and classroom principles, techniques, and best practices in training delivery.
- Knowledge of current training technology and software for instructor-led, virtual instructor-led, and computer-based training courses.
- Knowledge of relevant laws, regulations, and industry standards related to training and development. Knowledge of those applicable to State Hospitals and State Supported Living Centers is preferred.
- Skills in coaching trainers based on teach-backs and observations.
- Skills in data collection, analysis, and data visualization with a focus on identification and presentation of trends in training needs and training effectiveness.
- Skills in project planning, project management, and process improvement methodologies and techniques, with demonstrated ability to effectively prioritize tasks, manage multiple projects simultaneously, and consistently meet deadlines.
- Ability to foster a collaborative and motivating work environment with clear performance expectations where team members can thrive and contribute effectively.
- Ability to think strategically to develop short-term and long-term vision and goals for HSCS CTD that align with HSCS objectives.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Sharepoint, Teams) and other relevant software applications.

Bachelor’s degree in Training and Development, Education, Organizational Development and Leadership, or related field; AND at least 1 year of experience as a training supervisor or developing or overseeing training programs for a large organization providing care for individuals with mental illness, intellectual disabilities, or involved in the justice system.
At least 4 years supervisory experience in training for a large organization providing care for individuals with mental illness, intellectual disabilities, or involved in the justice system.
