North Bay Regional Center is one of 21 Regional Centers for persons with developmental disabilities in California. Started as a grass roots movement, Regional Centers were originally established to assist persons with intellectual disabilities and their families in identifying and developing services and programs within their communities that help them lead more independent lives.

Each a non-profit, community-based organization, Regional Centers were established in 1965 under legislation sponsored by Assemblyman Frank Lanterman.

The Lanterman Act became effective in 1969 and later expanded the populations served to include persons with intellectual disabilities, cerebral palsy, epilepsy, autism, and other disabling conditions requiring services similar to individuals diagnosed with intellectual disabilities.

In 1972, NBRC was incorporated to serve Napa, Sonoma and Solano counties.

North Bay Regional Center provides advocacy, services, support and care coordination to children and adults diagnosed with intellectual and developmental disabilities and their families in Napa, Sonoma and Solano counties.

We partner with community-based organizations and agencies to empower our clients to thrive and live as independently as possible within the geographically, culturally, and ethnically diverse communities we serve.

Definition

Provides vision, oversight and direction for North Bay Regional Center’s equity and engagement initiatives, including community outreach activities.

Nature of Work

Under the general direction of the Executive Director , the Director of Equity and Engagement is responsible for formulating, developing, and implementing equity policies and practices within the organization.

The Director of Equity and Engagement will serve as a member of the Executive Leadership Team, collaborating with other department directors to develop, support, and implement policies which build diversity, equity and inclusion to move forward the key strategies of the organization.

This position will also assist in the development and monitoring of the performance contract with the Department of Developmental Services (DDS) and NBRC’s strategic planning process.

This position will directly supervise the following positions : Diversity and Equity Specialist, Community Outreach and Engagement Specialist, Communications Specialist, Person-Centered Thinking Coordinator and Consumer Advocate.

Additionally, this position will provide indirect support and guidance to the Case Management Supervisor of the Diversity and Equity unit.

Responsibilities

  • Formulate, develop and implement equity policies and practices within the organization.
  • Manage and direct programs which support service access and equity including service access and equity grants, monitor NBRC Language Access and Cultural Competency Plans, and Tribal Engagement.
  • Serve as a member of the Executive Management Team, collaborating with other department directors to develop, support and implement policies which build diversity, equity and inclusion to move forward the key strategies of the organization.
  • Provide strategic leadership to departmental and senior leadership on Equity and Engagement events, programs, and services affecting the community.
  • Serve as subject matter expert on trends, to include NBRC purchase of services, population demographics, outcome measures, and research related to culturally and linguistically competent service delivery approaches and community engagement strategies, including person-centered practices.
  • Lead initiatives to assess and improve available information and services for individuals who have intellectual or developmental disabilities, their families and the community.
  • Facilitate collaboration of agency task forces, teams, and working groups; build effective partnerships and engage with external organizations and interested parties, both public and private, to support and achieve broad community diversity and engagement efforts.
  • Coordinate efforts with DDS staff, NBRC staff, interested parties or groups such as self-advocates, families, advocacy groups, DRC, SCDD and others to effectively serve diverse communities.
  • Establish baseline equity data targets / benchmarks in collaboration with partners; establish goals and initiatives to make progress, and processes to track measurable outcomes.
  • Collect, evaluate, and analyze indicators and progress benchmarks related to addressing systemic disparities.
  • Develop and coordinate reports and supporting materials to present to staff, clients and families, NBRC Board of Directors, and other community partners.
  • Identify and provide / coordinate training to develop cultural and linguistic competencies to agency staff and service providers.
  • Perform other duties as assigned by the Executive Director.

MINIMUM EDUCATION AND EXPERIENCE :

  • Any combination equivalent to graduation from college with a bachelor’s degree in a related field, plus five years of increasing responsibility for development or implementation of diversity / equity / inclusion programs.
  • Or a master’s degree in a related field, plus three years of increasing responsibility for development or implementation of diversity / equity / inclusion programs.
  • A minimum of 3 years of senior management experience, preferably within the non-profit sector.
  • Experience in the field of developmental disabilities, is preferred.

Knowledge and Abilities

  • Knowledge of principles and best practices of diversity, equity, and inclusion in both workplace and community settings, processes and procedures associated with development and implementation of equity programs, principles and best practices of change management, and best practices for community engagement and training.
  • Experience using data and performance metrics to measure programs, projects and initiative at both organizational and departmental levels.
  • Proven commitment to person-centered thinking practices.
  • Demonstrated ability to communicate effectively with a variety of audiences through an assortment of mediums, including written reports, presentations and open-discussion settings.
  • Demonstrated ability of working collaboratively with and leading others by setting clear goals, responsibilities and deadlines.
  • Previous supervisory experience required, to include team building, leadership development and performance management.
  • Demonstrated experience in program development, management and measurement.

Special Requirements

  • Fluency in a language in addition to English is desirable and may be required.
  • Ability to provide personal automobile transportation, or access to another form of reliable transportation, during and after working hours.
  • Must be able to regularly travel to all NBRC offices within catchment area.
  • Provide minimum automobile liability insurance as required by California Law.
  • Flexibility in work hours is required to meet the needs of the regional center constituency.
  • This position will be primarily based in the office, however, hybrid work may also be available.

A note regarding NBRC’s expectations regarding remote, hybrid, and home-based work

All employment at NBRC requires face-to-face, in-person interactions with NBRC clients, family members, community, and co-workers.

Candidates for employment must live within commute distance to their preferred NBRC office, as well as the geographical location of their assigned clients.

While 100% remote work is not available to NBRC employees, a hybrid work arrangement with a blend of in-office and home-based work may be available for new employees after successfully demonstrating achievement of performance expectations following at least 3 months of in-office work.
