Under the supervision of the Director, this position shall have the responsibility for analyzing, managing, preparing, and processing university wide Real Property initiatives.

Using considerable judgment, and independently managing many transactions, the role also supports obtaining various University, Board, and State approvals.

Performs duties under established practices and policies under the supervision of the Director.Considerable judgment is required in the development of approaches and techniques for coordinating / processing transactions, facilitating, and problem solving real property transactions.

The position will independently manage many transactions as assigned. The responsibilities of the position include and shall not be limited to the following :

  • Manage real property transactions through the University and state processes.
  • Negotiate, manage, process, analyze / evaluate, and prepare real property transactions for approval including AcquisitionsDisposalsLeasesReal Property Requests for ProposalsEasementsAll other real property interests
  • Administer, evaluate, and procure due diligence services and contractors for real property transactions, including : Review and confirm the acceptability of surveysReview and confirm the acceptability of appraisals Review and confirm the acceptability of title reportsReview and confirm the acceptability of financial terms
  • Support and participate in the development of campus master plans.
  • Facilitate the University's gift property program, including coordinating and evaluating due diligence before acceptance of property
  • Adhere and ensure the adherence to real property policies and procedures
  • Assure the maintenance of real property inventory
  • Manage system-wide facility condition assessments and coordinate scoring with THEC
  • Manage real property projects

Qualifications

The successful candidate will hold a Bachelor's degree in related field with at least Seven (7) years or more of progressively responsible real property experience (i.

e. acquisition, disposition appraisal review, real estate law), and experience with large, complex real property transactions.

Or the equivalent combination of education, training and experience that provides the required knowledge, skills and abilities, preferably for a public purpose in a government environment.

The successful candidate will have :

  • Strong written / communication skills with advanced knowledge of Microsoft Office Suite software
  • Detail oriented with the ability to write legible, clear and concise reports
  • Proven ability to efficiently manage time and workload, which includes planning, organizing, prioritizing, and following through on a variety of tasks, assignments, projects, and reports to meet deadlines
  • Strong organizational and follow-up skills
  • Proven ability to work / act independently and know when to refer decisions / situations to the Director
  • Proven ability to use prudent judgment to identify and evaluate alternative solutions and make effective business decisions and recommendations
  • Ability to perform general office duties
  • Ability to compose professional written correspondence
  • Knowledge and ability to produce and maintain contract agreements and monitor compliance with applicable terms and provisions
  • Ability to provide project supervision
  • Knowledge of real property transactions in a governmental agency
  • Knowledge of and experience with reviewing and providing input on legal documents, such as leases, title opinions, surveys, appraisals, etc.
  • Ability to establish and maintain effective working relationships with other employees, property owners, appraisal staff, engineers and attorneys.
  • Knowledge of property descriptions, land title reports and work, and instruments of ownership.
  • Knowledge of preparing, issuing, advertising, coordinating, and evaluating Requests for Proposals for a variety of Real Estate transactions.
  • Knowledge of federal, state, and city real property acquisition and relocation assistance laws, policies, and procedures.

The preferred candidate will hold a Master’s

The Preferred candidate will have :

  • Knowledge of appraisal and negotiation principles, policies, procedures and techniques, including specialty appraisals, real estate and condemnation law, and appraisal theory and techniques as they apply to eminent domain.
  • Knowledge of property management and leasing.
  • Knowledge of engineering principles and procedures as they relate to property acquisitions, ability to read and interpret engineering plans, profile drawings, surveys, and maps.
  • Experience working collaboratively with interdepartmental teams.
  • Ability to streamline policies and procedures to meet organizational objectives.
  • Experience with complex projects from the "big picture" through details, including projecting resource needs over time.
  • Ability to work successfully in a political environment.
  • Ability to communicate effectively using clear and persuasive oral and written communications to individuals and groups;

ability to clearly explain technical information.
