Job Description :
The Design and Construction Project Manager Sr. is responsible for the daily management and coordination of multiple complex capital construction projects for Valley Medical Center (VMC) facilities inclusive of all hospital, outpatient, and non-patient care environments.
Assigned projects range in scope and complexity to include the implementation of major and minor capital projects, deferred maintenance, critical infrastructure, and repair and alteration.
Manage projects through all phases including programming, planning, design, bidding, pre-construction, construction, occupancy, and closeout phases.
Effectively oversee budgets, timelines, risks, and delivery of all assigned capital projects.
WORK HOURS : Typically, Monday-Friday 7 : 00 AM - 3 : 30PM or as necessary to meet dept needs.
REPORTS TO : Manager, Facilities Project Management
PREREQUISITES :
Bachelor's degree required. Degree in Construction Management, Architecture, Engineering, or related field is preferred.
An additional four years of relevant and applicable experience may substitute degree requirement.
- Minimum five years qualified experience involving planning, designing, and managing construction projects. Experience with healthcare projects strongly preferred.
- Registration as an Architect or Professional Engineer in the State of Washington preferred.
- Knowledge and use of AutoCAD, MS Office, MS Project, and MS Excel required.
- Knowledge of as-built drawing management required.
QUALIFICATIONS :
- Knowledge of the principles and theories of general construction trade practices, construction contracts, project management, architectural / engineering firm negotiations, specifications, and project scope / design development.
- Working knowledge of the codes and standards applicable to public-sector healthcare settings.
- Understanding of materials and methods utilized in electrical, mechanical, and structural systems.
- Ability to read and interpret construction drawings and specifications.
- Ability to follow instructions and specifications, and to learn increasingly more complex operations and techniques.
- Ability to work effectively and efficiently in a fast-paced team environment with fellow project management staff, stakeholders, key vendors, and contractors.
- Ability to work with minimal supervision on multiple projects.
- Demonstrates exceptional communication skills both verbal and written that will be effective with a diverse population.

PERFORMANCE RESPONSIBILITIES :
- Provide programming, develop scopes of work, and prepare cost estimates for capital facilities improvements and / or maintenance projects necessary to support the healthcare mission at all VMC facilities.
- Prepare construction documents and provide other professional services for miscellaneous in-house projects as directed by the Manager.
- Manage complex design and construction projects including budgeting, scheduling, planning, directing consultants, designing, bidding, administering construction, and reviewing applications for payment.
- Provide project management and construction administration services for capital facilities improvements efforts at VMC facilities to include coordinating and interfacing, as necessary, with authorities having jurisdiction, clinical / medical staff, architectural / engineering consulting firms, and VMC staff.
- Work closely with design consultants, facilities staff, contractors, and departments to develop phasing and mitigation plans to ensure the impact of construction activities on departmental operations is minimized.
- Work collaboratively with senior and departmental leadership, Facilities Engineering, Biomed, Information Technology, Procurement, Environmental Services, Safety, and Infection Prevention, to ensure smooth operations of services throughout construction projects.
- Prepare and present project concepts and project progress to various groups, including senior management, department managers, and staff.
- Provide professional input to the VMC Facilities Master Plan to include preparation of capital budgets, long term planning, prioritization of projects, and coordination of the overall facilities program with the clinical and business needs of VMC.
- Manage, coordinate, and schedule all necessary interfacing with agencies to include City building inspection officials, State and City Fire Marshals, State Department of Health officials, Environmental Agencies, Joint Commission on Accreditation of Healthcare Agencies, Healthcare Finance Agency, and other governmental jurisdictions.
- Review all design and construction projects at each stage of design (schematic design, design development, and construction documents) to ensure VMC functional and technical programmatic requirements and standards are met, and to ensure compliance with all applicable codes and standards to include local building codes, FGI Guidelines and the NFPA Life Safety Code.
Recommend corrective action for deficiencies encountered.
- Provide direction and coordination to contractors and sub-contractors to enable project completion within the organization's schedule, operations, policies, and protocols.
- Ensure all construction sites are following OSHA standard safety procedures and adhering to all standard protocols developed for signage, infection prevention, Fire and Life Safety, infrastructure use, noise / vibration / odor issues, and operational impact on adjacent spaces and uses.
- Utilize construction project management software to prepare and track project budgets and workplans and communicate key metrics to Manager and hospital administration.
- Ensure all projects are designed and completed within established budget and schedule. Report to Manager any potential risks to meeting project budget or schedule as they arise and recommend corrective action to mitigate risks.
- Facilitate the procurement process including the purchase of equipment and furnishings for construction projects to ensure correct products are purchased on a timely basis in order to meet project schedules.
- Coordinate with facility occupants for relocations, moves, and occupancy.
- Manage, maintain, and update all as built and record file drawings, plans, and specifications.
- Coordinate with consultants to survey construction areas for hazardous materials to insure proper abatement, remediation, and / or documentation, as necessary.
- Complete other duties as assigned by the Manager and as they arise in facilities project development and management activities.
