Currently in the title of Administrative Specialist 2 and an employee of DEC
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Eligible for transfer under Section 52.6 : Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position.

You must be a qualified employee of New York State and have had one year of permanent competitive or 55-b / 55-c service as :
Either A. an Administrative Specialist 1
Or B. an Assistant Office Services Manager, Contract Management Specialist 1, Contract Management Specialist 1, Senior Administrative Analyst, Senior Budgeting Analyst, Human Resources Specialist 1, or Thruway Purchasing Officer 1.
Duties Description The incumbent serves as Unit Leader for the Administration Unit. This includes supervising four staff;
managing division personnel efforts; and managing administration of federal grants, contracts, cooperative agreements, and procurement of goods and services.
As Unit Leader and supervisor of unit staff, the incumbent approves timecards; develops performance programs and evaluations, ensures unit staff follow agency policies, guidance, and rules;
contributes to the Administration Section’s annual workplan; coordinates periodic training for division staff in administrative procedures (.
procurement and personnel activities). As manager of personnel efforts, the incumbent works closely with division management, supervisors, staff, and the Bureau of Personnel.
This includes working on critical fill requests, posting and canvassing approved positions, preparing hiring packages, providing guidance to program managers on personnel matters, providing guidance to staff regarding policies on time and attendance rules, leaves, benefits, etc.
- and preparing annual OPS spending plan of hourly positions statewide. As manager of grants, contracts, agreements, and procurements, the incumbent ensures unit staff are trained in the use of federal grant portals, including GrantSolutions, , and TRACS;
- ensures federal grants and procurements follow appropriate laws, rules and regulations; ensures staff properly track grant activities to assist program managers and outside partners;
and ensures staff maintain a good working relationship with MBS staff, outside partners and division staff. The incumbent may also be responsible for other duties as assigned by the Division Director, Assistant Division Director, Section Head, and Bureau Chiefs.
