Today we are hiring a LeaderOf Subcontracts for our client in Fort Wayne IN.

The Subcontracts Lead is responsible for the overalllifecycle of a subcontracts from the initial sourcing andacquisition strategy development through the solicitationnegotiation award cost and schedule management subcontractorexecution and closeout steps.

Subcontracts cover a variety of customer segmentsincluding U.S. Federal Government Commercial InternationalGovernments International Commercial and Defense both domestic andinternational.

Subcontracts leverages the variety of subcontract types(i.e fixedprice cost reimbursement time & material laborhour etc.) to best manage risk for both our company and ourcustomers.

Typical management andadministrative responsibilities include collaboration on theacquisition strategy and sourcing development of the subcontractrequirements (i.

e. SOW development) generation of the solicitation / request for proposal source selection negotiation (price scheduletechnical terms & conditions) establishment of the officialsubcontracts file and its required documentation management ofsupplier cost schedule performance and collaboration withengineering on the technical management of the subcontractor.

Other duties include changemanagement risk management management of customer / governmentowned property transportation and delivery invoice processing / acceptance of articles / work performed and payment.

The Subcontracts also supports theirbusiness development activities on new pursuits and proposals byinitiating the Subcontract Process from the beginning steps ofnegotiating nondisclosure and / or teaming agreements and performingthe appropriate due diligence on potential bidders in terms ofsupplier risk financial stability technical capability and qualitymanagement system assessments.

Subcontracts support governmentcustomer and internal audits asrequired.

EssentialFunctions :

Drive all aspects of major subcontract execution (costschedule technical quality) and full integration of the subcontractwork scope within the program e.

g. proposals negotiations contractexecution etc.

• Subject Matter Expert withadvanced knowledge of contract types (i.e. FFP Cost ReimbursementT&M CPFF CPIF etc.) government proposals and Basis ofEstimate (BOE).
• Subject Matter Expert withadvanced negotiation skills subcontractor management and programrisk management experience.
• Subject MatterExpert with advanced ability to review technical SOWs understandwork scope and hold other functions accountable to provide clarityand eliminate ambiguity in SOW language and technicalrequirements.
• Subject Matter Expert withadvanced knowledge of FAR / DFAR requirements Prime Contract flowdowns International Trade Compliance ITAR EAR Import / Export GeneralProvisions Terms and Conditions policies and procedures commandmedia requirements negotiations of legal documents and supply chainstrategies to improve KPIs and ROIs.
• Expert atproblem solving by leveraging experience and through analysis ofdata
• Expert understanding of Subcontractsrelationship with other functions such as Contracts ProgramManagement Finance Engineering Quality Business Development andothers.
• Accountable to Program ManagerBusiness Development Supply Chain Leadership andOperations
• Responsible to analyze diverse setof issues and challenging development program(s) changes andcommunicate effectively to Program(s) and Supply Chain ExecutiveLeadership
• Work closely with SCMs ProgramManagement and Technical personnel to support / manage highdollarvalue proposals and subcontracts
• Experiencewith Intellectual Property (IP) and Patent requirements
• Able to work directly with Technical Team(s) to identifyprocesses requirements Statement of Works improvements and proposechanges to include Supply Chain risk mitigation strategies withpossible cost savings / avoidance
• Ability totravel domestically and internationally if needed.

Qualifications :

Bachelors Degree andminimum 9 years of prior relevant experience. Graduate Degree and aminimum of 7 years of prior related experience.

In lieu of a degreeminimum of 13 years of prior related experience.

• Total relevant professional experience to be minimum of 7years in Procurement and / or Subcontracts.
• Experience to be one or acombination of the following : Supply Chain Subcontracts ContractsProcurement Program Management Engineering Quality RegulatoryCompliance Legal and Government compliance and / or Finance.

Coursework or practical experience that demonstrates businessacumen compliance legal negotiations skills analytical mindsetstrategy development and execution.

• 7 years ofexperience using MRP systems software.
• Minimum5 years experience with Microsoft Office Suite (Outlook WORD Excel(including pivot tables Vlookup etc.) PowerPoint etc.)
• Requires prior managerial experience or defensecontractor / government supply chain experience

PreferredAdditional Skills :

• DoD Clearance is desired but notrequired
• Demonstrate a strong attention todetail and a high degree of accuracy.
• Possessexcellent communication skills quality commitment customer focusstrong interpersonal skills and be adaptable
• Experience as Cost Account Manager for Subcontractsmanaging budgets and sales forecasting
• Proficient in Microsoft Suite of Products (Word ExcelPowerPoint etc.)
