SUMMARY

Housing for Health (HFH) is a program office within Health Services Administration, a division under the Los Angeles County Department of Health Services (DHS).

HFH was created and put into implementation in support of the Los Angeles County Homeless Initiative recommendations in response to and in support of the County's effort to address and combat homelessness in the communities residing within Los Angeles County.

Our organization follows a hybrid work structure where employees work both remotely and from the office, as needed.

The Data Analytics and Reporting (DAR) team plans, organizes, and implements the reporting and analytics activities of a large unit focused on numerous interrelated IT system using a wide variety of databases containing health, housing and justice data to support Community Programs (CP), Housing for Health (HFH) and Office of Diversion (ODR) and Re-Entry program operations.

These units have complex and urgent data needs across various programs and projects. The Senior Staff Analyst (SSA) will manage and direct a team of data analysts.

The SSA will drive forward several high-impact, time-sensitive projects, including implementing new internal data standards, transitioning to new data systems, and automating tracking and reporting.

Additionally, they will facilitate challenging cross-team coordination efforts to maximize effectiveness and achieve specific reporting and analytics goals, including aligning HFH, ODR, and CP's data analytics, reporting, IT business analysis and technical training strategies with business objectives.

The SSA will report directly to the DAR team's Program Implementation Manager.

ESSENTIAL FUNCTIONS

  • Management and Supervision
  • Supervise and manage a team of data analysts responsible for data analysis, reporting, and creating data visualizations to support various board-mandated homeless service programs.
  • Manage the performance and deliverables of the team, ensuring alignment with CP's strategic goals and timely completion of prioritized tasks.
  • Develop work plans to achieve long-term goals and regularly adjust team workloads to ensure balanced distribution.
  • Assist staff with their analytical work as a technical expertise and guidance as needed by line staff.
  • Manage the creation and maintenance of reports, dashboards and analysis tools, and provide performance analyses to stakeholders.
  • Resolve differences in methodologies and approaches among staff to data-related work.
  • Plan, direct, and evaluate highly technical and complex assignments.
  • Design and implement creative solutions for new and changing program requirements.
  • Develop and implement creative solutions to data and reporting problems.
  • Ensure timely delivery and accurate responses to ad hoc data-related requests.
  • Maintain effective collaboration between staff and leadership and a person-centered culture.
  • Support team members in their professional development and manage performance issues as needed.
  • Project Leadership
  • Lead new and special projects, including ad-hoc reporting and program analyses.
  • Provide regular analyses of the impact of changes in management practices and policies.
  • Implement change management strategies to improve data workflows.
  • Collaborate with senior leadership to understand business and technical requirements and identify data, reporting, and analytics opportunities.
  • Standardize and automate reporting dashboards and improve quality assurance processes.
  • Make recommendations and decisions that impact operations and its role within the greater homeless services and health system.
  • Performance Improvement
  • Manage the creation and refinement of key performance indicators.
  • Facilitate stakeholder meetings to implement new reports and performance improvement strategies.
  • Conduct regular reviews to ensure deliverables are accurate and of high-quality, incorporate feedback from leadership.
  • Provide training and technical assistance on data management and reporting tools to ensure effective use and understanding.
  • Policies, Procedures and Documentation
  • Assist in implementing policies for the Data Analytics and Reporting team.
  • Ensure comprehensive documentation of all reporting and analysis processes.

JOB QUALIFICATIONS

Five or more years of highly complex administrative or supervising experience in the health, housing, social services or related sectors.

Education / Experience

  • Extensive experience in managing complex data projects, preferably within the context of social services, public health, or government-funded programs.
  • Experience in developing and implementing creative solutions to overcome data and reporting challenges.
  • Experience in developing and implementing data quality assurance processes and performance improvement strategies.
  • Experience in developing methodologies and processes for prioritization and scheduling of projects.
  • Familiarity with database management systems.

Certificates / Licenses / Clearances

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successful clearing through the Live Scan process with the County of Los Angeles.
