CDBG Case Manager II, Ardurra Group, Inc., Port Arthur, TX
Duties : Manage Community Development Block Grant (CDBG) from the Department of Housing and Urban Development (HUD) in the fields of disaster recovery services, hazard mitigation, and planning and evaluation of water and wastewater treatment plants.
Provide support for funding of the disaster recovery projects from Federal Emergency Management Agency-Public Assistance (FEMA-PA), Federal Emergency Management Agency- Hazard Mitigation Grant Programs (FEMA-HMGP), Federal Emergency Management Agency- Building Resilient Infrastructure and Communities(FEMA-BRIC),Community Development Block Grant-Disaster Recovery (CDBG-DR), Community Development Block Grant-Mitigation (CDBG-MIT) ,Texas Water Development Board (TWDB), Texas Historical Commission (THC), U.
S. Army Corps of Engineers (USACE), and other mitigation and disaster-related funding sources. Assess damages and develop project descriptions for critical infrastructure such as roads, utilities, lift stations, pump stations, water, and wastewater treatment plants that are damaged from a disaster.
Provide ARCGIS and depth damage function calculations support for damaged infrastructure design, construction, and / or rehabilitation.
Develop plans and specifications for the replacement and / or rehabilitation of damaged infrastructure. Perform site visits and document disaster-related damage.
Identify mitigation opportunities that make infrastructure such as roads, utilities, lift stations, pump stations, water, and wastewater treatment plants more resilient to storm damage.
Create applications that include scope of work, cost estimates, and hydraulic calculations related to depth damage function (DDF).
Perform Benefit Cost Analysis (BCA) for infrastructure projects to determine the benefit cost ratio required for federal grant obligations.
Correspond with THC, USACE, US Fish and Wildlife (USFWS), Bureau of Land Management (BLM), National Marine Fishery Service (NMFS), and other related agencies to obtain compliance for construction projects.
Locate wetlands, floodplains, and special flood hazard areas to obtain necessary permits from drainage districts and other environmental agencies.
Requirements : Master’s degree in Environmental Technology and Sustainability, Environmental Engineering, Chemical Engineering, or related field plus one year of related experience, alternatively the employer will accept a Bachelor’s degree in Environmental Technology and Sustainability, Environmental Engineering, Chemical Engineering, or related field plus three years of related experience.
Related experience includes providing technical assistance to municipalities in disaster recovery and hazard mitigation applications as well as using as-builts and Hydrology and Hydraulics (H&H) data in these fields for calculation of losses.
Must have experience with FEMA Hazard Mitigation Grant Program, Section 404; FEMA Public Assistance Program, Section 406;
and FEMA BCA Toolkit 6.0, experience with depth damage function (DDF) calculations, supervisory control, and data acquisition (SCADA), and benefit cost analysis (BCA) for municipal infrastructure projects, and experience with ArcGIS 10.2.2.
