USAID’s Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. USAID / BHA provides and coordinates U.

S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by helping people in need become more resilient to future crises.

Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24 / 7 response capability.

Part of the Strategic Communication and Humanitarian Information Division in BHA’s Global Policy, Partnerships, Programs, and Communications (G3PC) Office, the Communications and Outreach Specialist will be embedded within the Strategic Communications and Outreach Team, which is responsible for elevating BHA staff as humanitarian thought leaders, amplifying and protecting USAID brand assets, strengthening communications outreach to BHA partners, and tackling complex communication challenges.

The Communications and Outreach Specialist receives technical guidance and day-to-day work assignments from the Strategic Communications and Outreach Team Lead and works closely with team leads and client leadership within BHA, particularly within G3PC.

Formal supervisory and evaluation functions are performed by a Credence contract supervisor. Responsibilities include, but are not limited to the duties listed belowResponsibilities of the Communications and Outreach Specialist include but are not limited to the following : Strategic Communications and Outreach Support high-level external engagements and events for BHA leadership and subject matter experts, including developing strategic messaging guidance, conceptualizing and developing content, and coordinating with organizers and co-participant(s).

Develop new strategies in coordination with division and team members to expand BHA’s public outreach and reach new audiences.

Proactively look for new engagement opportunities to raise BHA’s profile, working across the Bureau, G3PC office, and Strategic Communications and Humanitarian Information Division.

Maintain and develop internal resources and guidance for external engagements. Track and provide analysis of public outreach engagements to ensure that such efforts are strategic and effective.

Coordinate manuscript and publication requests to ensure compliance with USAID policy and seek opportunities to further disseminate / promote BHA thought leaders.

Manage and promote a suite of public speaker training sessions aimed at elevating BHA leadership and staff’s ability to tell the story of BHA to inform, influence, and engage diverse external audiences.

Facilitate regular and targeted outreach engagements with BHA communication partners and key stakeholders to strengthen relationships and inspire greater collaboration.

Provide technical assistance and training aimed at building the capacity of BHA to respond to and ensure compliance with USAID branding and marking guidelines.

Engage with teams across BHA to identify opportunities and channels to further amplify BHA messaging. Provide internal and external communication support for complex communication challenges including the launch or expansion of new BHA initiatives.

Monitor and track BHA’s external feedback channel. Maintain and update internal guidance to facilitate consistent, approved, and faster responses to messages and better triage incoming messages.

Work within BHA’s Strategic Communications and Humanitarian Information Division to identify, develop, and implement the Bureau’s strategic communications goals;

track and determine impact of targeted strategies. Work with division and team members to adapt communications outputs to reflect changing priorities and evolving needs of BHA.

Coordinate with USAID’s Bureau for Legislative and Public Affairs (LPA), USAID communicators, and USG communicators to ensure BHA priorities and equities are represented and strategically aligned with Agency priorities.

Response and Crisis Communications Support BHA staff and geographic offices during disaster responses and emergencies to communicate BHA’s impact, expertise, and value to external audiences.

Sign-up for and serve as needed, on Washington-based Response Management Teams (RMTs), which provide services and support to Disaster Assistance Response Teams (DARTs) deployed in response to disasters.

The duties on RMTs will vary. As needed, serve on DARTs which may require immediate (within 24 hours) deployment overseas for an extended period of time.

Education, Requirements and Qualifications Education and Experience : BS 2+ Years, MS 0+, or HS 6+ At least 3 years of progressively responsible experience working in communications, journalism, marketing, and / or public relations is preferred.

Be able to obtain and maintain a minimum of a USG-issued Secret-level Security Clearance for the duration of your employment on this contract.

Full pay range for this position is $95,000.00 to $102,000.00 per year, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.
