Oregon Housing & Community Services (OHCS) is in search of an Assistant Director of Policy, Planning & Operations who will direct, plan, organize, and align the Housing Stabilization Division (HSD) programs & operations teams.

This position collaborates with all divisions of the organization and will be tasked with providing leadership to the internal policy and operations functions of the HSD division.

This is a permanent, full time, management service position.

WHAT YOU WILL DO

The Assistant Director of Policy, Program, and Operations (PPO manager) will manage the Housing Stabilization (HSD) Policy, Planning, and Operations section.

This manager will provide leadership and support to a team of policy and planning analysts and policy-adjacent subject matter experts to direct, plan, organize, and align HSD programs and operations with federal and state laws and regulations.

This position will also supervise a manager leading a team of operations focused staff (project managers, including equity integration specialist, fiscal / budget analyst, partner relations and capacity building analyst, and administrative specialist).

The PPO manager has a strong external stakeholder orientation, ensuring that HSD policy and implementation is responsive to partners and the Oregonians we serve, and that we are building more equitable and accessible systems to meet the crisis of homelessness and housing instability.

The PPO manager will also serve as a key partner with Agency Central Services to support operational excellence, in coordination with the operations team, and be a leader in working with government affairs and divisional and agency leadership during budget development, providing responsive engagement with the legislature during sessions, and leading implementation of new funding.

This position has a role in assuring that risk is mitigated for both the agency and the state overall. The PPO manager will work closely with and report directly to the HSD Director to ensure that the HSD Policy, Planning, and Operations section is addressing and balancing Agency, community, and near and long-term housing needs.

The PPO manager will bring and maintain expertise in homeless and housing policy to support all sections of the division and agency to accomplish our mission.

MINIMUM QUALIFICATIONS

Six years of supervision, management, or progressively related experience OR three years of related experience and a bachelor's degree in a related field.

Experience and confidence navigating governmental and ideally state systems, and working in emergent, high-pressure, and fast-paced environments.

Supervisory experience including hiring, training and providing support and feedback.

Advanced level knowledge and experience with policy development, program design and implementation, housing affordability & stabilization, and homelessness systems issues.

Experience and confidence with presenting and participating in a variety of public settings.

Demonstrated knowledge and experience with research, identifying best practices, stakeholder engagement, and interpretation of qualitative and quantitative data to inform policy and practice.

Demonstrated excellent and persuasive report and policy writing skills, critical thinking skills and problem-solving abilities.

Experience with legislative planning, bill reviews, and timely coordination and fulfillment of legislative and stakeholder requests.

Experience centering and integrating diversity, equity, and inclusion principles and practices in policy, operations, and the workplace.

Knowledge and experience with project management principles and practices.

HOUSING STABILIZATION DIVISION : POLICY, PLANNING AND OPERATIONS :

The Policy, Planning, and Operations section develops policy and program design in support of the Housing Stabilization vision and mission, and in response to legislative and executive mandates to ensure highly effective policy related to housing stability and ensuring that homelessness becomes rare, brief, and nonrecurring.

Policy, Planning, and Operations is responsible for keeping abreast of best and promising practices, to maintain communication and alignment with other Agency Divisions, Government Relations, and external enterprise stakeholders including the Department of Justice and the Secretary of State.

The Policy, Planning, and Operations section maintains awareness of HSD governing statutes and rules and leads proposal and review of needed changes, and division budget and legislative concepts and bill review.

Additionally, the Policy, Planning, and Operations section supports the Division with project management and fiscal and budget analysis.

The Policy, Planning, and Operations section provides division level project management office (PMO) leadership, project tracking, project intake process management, project workload distribution, equity leadership, racial equity (REAT) coordination and leadership, knowledge management, legislative implementation project management, ARB coordination, legislative concept review coordination, fiscal impact statement responses, and other special project coordination.
