Duties
- Civil Engineers advise senior leadership, program officials, and colleagues on engineering analysis, recommendations, and study conclusions.
- Oversees development and operation of engineering data collection systems directly and / or in coordination with other government agencies and non-federal sources.
- Provides engineering support in connection with regulatory program oversight, policy and rulemaking efforts, review of regulatory compliance issues, and resolution of engineering related issues as they are encountered.
This may include review of lands unsuitable for mining petitions.
- Directs, guides, plans, schedules, coordinates, and conducts civil engineering facility examinations, reviews, and / or inspections which include conducting condition assessments and construction and transfer inspections, identifying deficiencies relative to design criteria, applicable codes and standards, or state or Federal statutes or regulations.
- Develops, monitors, and manages project plans that outline the scope, schedule, and budget of assigned projects.

Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle.
You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists.
Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.

- Travel : You may be required to travel overnight away from home up to 14 nights per month. You must obtain a government charge card for travel purposes.

Qualifications
All qualifications must be met by the closing date of this announcement-09 / 20 / 2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month / year), and the resume must reflect full and / or part-time or total number of hours worked (i.
e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
BASIC REQUIREMENT : Your transcripts must document one of the following : 1) A bachelor's degree (or higher degree) in engineering.
- To be acceptable, the curriculum must : 1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum;
- or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics : a) statics, dynamics;
- b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuit s;
f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR-2. A combination of education and experience college-level education, training, and / or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following :
Professional Registration or licensure- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.
g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
- For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions;
- Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico;
- Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements.
The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or
Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.
g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.
g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
AND-
To qualify for this position at the GS-12 grade level, you must possess one of the following minimum qualifications for the GS-0810-12 Civil Engineer by close of the announcement :
EXPERIENCE GS-0810-12 CIVIL ENGINEER : At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors).
This experience includes activities such as : technical knowledge and experience responsible for initiating, establishing, and controlling multiple complex design and construction projects from inception through completion and serving as an expert civil engineer in the formulation and execution of planning, design and construction services, and coordinating projects with stakeholders, program managers and senior leadership of the organization.
Conduct comprehensive condition assessments and cost deficiencies on constructed assets.
Volunteer Experience : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.
g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
