Vice President of Workforce Development

The Vice President of Workforce Development is a visionary and strategic leader responsible for designing, scaling, and executing workforce programs that empower individuals in underserved communities to achieve economic mobility. This role leads the workforce development strategy, manages key partnerships, oversees program operations, and ensures measurable impact aligned with the mission of Henry Street Settlement. As a senior leader within a community-based organization, the VP will be instrumental in aligning workforce initiatives with the needs of local residents, employers, and public / private stakeholders to create equitable access to high-quality employment and career pathways.

Education & Experience :

  • Bachelor's degree required; master's degree in public administration, Education, Business, or Social Work preferred.
  • 10+ years of progressively responsible experience in workforce development, community engagement, or related fields, with at least 5 years in senior leadership.
  • Demonstrated experience managing complex, multi-stakeholder programs in diverse communities.
  • Experience with government funding streams (e.g., WIOA, TANF, HRA, DYCD) and nonprofit program delivery preferred.

  • Deep understanding of workforce development systems, job training models, and labor market dynamics.

  • Exceptional leadership, communication, and interpersonal skills.
  • Advanced financial acumen, with experience managing multimillion-dollar budgets.
  • Ability to think strategically and execute effectively in a fast-paced, mission-driven environment.
  • Key Responsibilities :

    Strategic Leadership :

  • Manage and support the Senior Director of Operations & Program Management and the Senior Director of Business Development & Workforce Partnerships.
  • Develop and lead a comprehensive workforce development strategy focused on economic equity, job placement, upskilling, and career advancement for underserved populations.
  • Serve as a thought leader on workforce trends, community needs, and policy opportunities.
  • Align workforce initiatives with the organization's mission, values, and broader strategic priorities.
  • Program Oversight & Development :

  • Oversee the design, implementation, and evaluation of all workforce development programs (e.g., job training, internships, employer relations, youth employment).
  • Ensure programs are outcomes-driven, trauma-informed, and responsive to community needs.
  • Lead efforts to expand programs through innovation, funding opportunities, and evidence-based practices.
  • Team Leadership :

  • Lead, mentor, and grow a diverse team of directors, managers, and frontline team members.
  • Foster a culture of collaboration, accountability, and continuous improvement.
  • Promote professional development and staff well-being.
  • Partnership & Stakeholder Engagement :

  • Cultivate and manage relationships with key partners, including the Henry Street Settlement Board & Leadership Team, employers, government agencies, training providers, labor unions (wherever possible), funders, and other community-based organizations.
  • Represent the organization in public forums, workforce coalitions, and advisory boards.
  • Advocate for policies and partnerships that expand access to quality jobs and training opportunities.
  • Financial & Operational Management :

  • Oversee budgets, contracts, and compliance for all workforce development programs.
  • Work closely with the development team to identify and secure public and private funding.
  • Monitor program performance metrics and ensure timely reporting to funders and stakeholders.
  • Essential Physical Job Functions :

  • Ability to work onsite in the Lower East Side
