The New York City Human Resources Administration (HRA) provides temporary assistance to individuals and families with social service and economic needs to assist them in achieving self-sufficiency.

They provide various programs and services such as temporary Cash Assistance (CA), Supplemental Nutrition Assistance Program (SNAP), child care, eviction prevention services, adult protective services, job training, employment support, domestic violence assistance, child support enforcement, and more.

Career Services reports to the HRA Employment and Supportive Services Administration (ESSA).

The Office of CAREER SERVICES Employment / Contract Services is recruiting for 0ne Administrative Director of Social M4 to function as an Assistant Deputy Commissioner, Contracts, Budgets and Special, who will :

The Assistant Deputy Commissioner (ADC) for Career Services / Contracts, Budgets, and Special Projects works under the direction of the Deputy Commissioner for Career Services, and is given wide latitude to exercise independent judgment, action, and initiative.

The ADC administers a contract portfolio worth over $ million and provides strategic leadership with effective planning.

The Office of Career Services Contracts, Budgets and Special Projects is comprised of the following four divisions :

  • The Procurement and Contract Management Unit
  • The Fiscal and Contract Management Unit
  • Contract Monitoring and Compliance Unit
  • Vendor Compliance Liaisons Unit

The ADC for Career Services / Contracts, Budgets, and Special Projects serves as the primary point of contact between ESSA and internal HRA administrative offices, such as Legal and Finance.

Responsibilities of include :

Managing and hiring staff that represent the unit both internally and externally. The ADC will work closely with subordinate members to ensure achievement of established goals of HRA while maximizing the effectiveness of the unit.

Confer directly with subordinate members to ensure that all staff members share a common vision and mission for the unit with a focus on continuous quality improvement.

Administer the development and implementation of consistent policies, best practices and procedures related to the Office of Contracts, Budgets, and Special Projects;

ensure compliance with of Local Laws, Procurement Policy Board Rules, City of New York Health and Human Services Cost Policies and Procedures, Vendor Vendex Performance Evaluations.

Strategically target unit resources to maximize and streamline operational efficiencies and increase compliance. Apply management controls to ensure an efficient contracting and monitoring process.

  • Ensure proactive analysis and cultivating plans of action to address the needs of an evolving program affected by Federal, State and City regulations and laws;
  • and the timely analysis of trends and practices to determine the need for corrective actions; evaluate policy and report to aid in decisions regarding contract terminations, renegotiations, and ongoing management;

and the development of strategies for improvement with contracted services. Creation of tools used by staff and senior leadership to track and monitor contract and procurement timelines.

  • Serve as the primary advisor to the Deputy Commissioner on contractual, fiscal, and administrative matters related to all Human Services and Administrative contracts, Procurements, and RFPs under the auspices of the Office of Contracts, Budgets, and Special Projects portfolio.
  • Meet with vendors / contractors / partnering agencies / proposers to resolve issues related to the administration and continuation of support services to some of New York City’s most vulnerable citizens on issues requiring a higher-level presence and authority.
  • Establish and maintain key strategic relationships with all stakeholders, internal (DSS / HRA / DHS Administration) and external (Federal, State and City Oversight agencies) to achieve systemic, programmatic, contractual, fiscal, and operating objectives in support of workforce development goals that support services for New York City.
  • Spearhead the development and completion of projects with clearly defined metrics and deadlines / milestones. Ensuring successful implementation of new Requests for Proposals (RFx) and BID agreements.

Enforcing needed actions regarding the coordination of departmental efforts to address any issues and concerns.

Hours / Schedule : 9 : 00am-17 : 00pm (Flexible)

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or

2. Education and / or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows :

A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and / or urban studies may substitute for two years of experience; and / or

B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in 2(A) above for each year of experience up to a maximum of three years; or

C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.

Preferred Skills

  • Extensive project management experience and working knowledge of contract monitoring, procurement process and fiscal management.
  • Exceptional analytical skills and proven ability to organize and synthesize complex information and detail orientated. -Exceptional communication skills (written and oral) including the creation of visual presentations.
  • Strong time management and organizational skill and ability to effectively manage crises (assess and respond appropriately).
  • Self-starter, fast learner, and possess a strong work ethic. -Highly proficient in Microsoft Word, PowerPoint, Excel (including pivot tables) and VISIO.
  • Ability to coordinate multiple projects in a high-pressure and time-sensitive environment. -Excellent negotiation, interpersonal, organizational, strategic thinking, and skills in quantitative / qualitative analysis.
  • Strong written and verbal communication, presentation, and writing skills. -Ability to manage teams implement change management processes.
  • Knowledge of government procurement principles, rules, and implementation.
