Tuvli, an Akima company, is hiring for a Program and Management Analyst to support our DoS client located in Washington, DC.

The Office of the Coordinator for U.S. Assistance to Europe and Eurasia’s Budget and Administration Division seeks a Program and Management Analyst to coordinate and manage legislative affairs and support foreign assistance process management.

The Program and Management Analyst is responsible for collaboration and coordination of ACE’s role in coordinating foreign assistance to Europe, Eurasia, and Central Asia in order to help ACE reach its foreign policy objectives.

The incumbent will advise on Foreign Affairs committees and issues that recur and arise with Congress. The incumbent will be the primary liaison with the Department of State legislative bureau coordinating and communicating with Senior Congressional Advisors.

The Program and Management Analyst is the office’s liaison with State’s Legal Bureau (L), Office of Foreign Assistance (F), and other offices on Congressional related issues and taskers.

Under the supervision of the Director of the Budget and Administration section, the Program and Management Analyst is responsible for the management of the Congressional Notifications (CN) process, including routing and tracking the status of CNs and memorandums for the Director of F, as well as assisting with other reprogramming documents in coordination with the budget team.

The incumbent assures the accuracy of the documents and needed revisions. The position also creates, drafts, and circulates fact sheets and dashboards on relevant topics.

  • The Program and Management Analyst assists with some budget, administration, and management tasks such as : assisting with preparing and / or tracking taskers, creating templates, creating training documents, assuring points of contacts are current;
  • and obtaining senior-level approval and / or clearance on documents. The Program and Management Analyst will also assist in drafting and formatting country / topic-specific products;

track budgetary approval processes; manage document libraries on the shared drive / sites. The Program and Management Analyst will support the coordinator’s participation in meetings with foreign officials and other international and multilateral events that feature discussion of foreign assistance, and / or participate him / herself.

This includes press, website, and newsletters regarding ACE’s role and other related priorities. The incumbent will perform office support duties to include but not limited to assembling documents in orientation binders for new staff, delivering documents to various Department offices.

Responsibilities

  • Facilitate development and execution of special programs and events.
  • Provide draft or advice on information sharing promotion.
  • Draft, manage, and execute all informational materials, projects, tasks, and deliverables as directed by ACE executive leadership.
  • Develop, update, or streamline templates, processes, and guidance.
  • Coordinate and develop outreach and communications project, e.g., monthly newsletter, fact sheets, website updates, etc.
  • Plan, implement and coordinate comprehensive approaches to properly maintain and address both the technical and administrative requirements of the office / organization.
  • Prepare briefing checklists, letters, reports, agendas, talking points, meeting minutes, and responses to interagency inquiries.
  • Track and coordinate Congressional reports, inquiries, and briefings for the office.
  • Manage the CN process, including routing and tracking the status of CNs and memorandums for the Director of F, as well as assist with other reprogramming documents in coordination with the budget team.
  • Assist in project and task tracking including sending out reminders and scheduling.
  • Coordinate the Terrorist Financing Risk Assessment (TFRA) annual data call process.
  • Support the coordination process for reviewing and selecting interns for the office.
  • Track and support division on compliance of the office’s standard operating procedures.
  • Assist in drafting CNs, F memos, CBN narratives, Special Representative for Ukraine’s Economic Recovery (SRUER) official documents, and other official and / or Congressional documents and taskers.

Liaise with ACE, intra- and interagency partners on clearances.

  • Interface and coordinate directly with ACE and EUR front office leadership on drafting, clearances, and process management.
  • Advise on Foreign Affairs committees and issues that recur and arise with Congress; act as primary liaison with the Department of State Legislative bureau coordinating and communicating with Senior Congressional Advisors.
  • Draft, coordinate, and post fact sheets on U.S. foreign assistance strategies, resources, and programs.
  • Assist with the budget planning, reporting, and execution processes.
  • Enter fiscal budget data in appropriate databases or spreadsheets.
  • Store and maintain files and documentation in SharePoint, including but not limited to approved Operational Plans, CNs, F memos, etc.
  • Serve on the SharePoint team.
  • Assist with project and task tracking under the Budget and Administration Director, including sending out reminders and scheduling.
  • Support the Coordinator’s participation in meetings with foreign officials and other international and multilateral events that feature discussion of foreign assistance, and / or participate him / herself.

  • Perform office support duties to include but not limited to assembling documents in orientation binders for new staff, delivering documents to various Department offices.
  • May travel internationally one-to-two times per year.

Qualifications

  • Bachelor’s Degree (in related field) and / or 1-2 years’ experience in international politics / foreign policy, legal, communications, business management, social science, information technology, accounting, or other related fields.
  • Understanding of U.S. foreign policy goals and objectives as they relate to U.S. foreign assistance efforts in the region.
  • Experience coordinating and tracking documents / papers.
  • Experience with Microsoft SharePoint, Excel, Power Automate, Power BI applications / functions, intermediate or advanced level.
  • English language (written and spoken) communications skills.
  • Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment.
  • Strong organizational, communication, interpersonal, and computer skills.
  • Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision.
  • Excellent project management and interpersonal skills with basic knowledge on interrelated issues such as Military, Cybersecurity, Trafficking in Persons, Democracy, Rule of Law, Independent Media, and / or Economic Growth etc.
  • Excellent writing, speaking, and research skills to produce independently prepared, authoritative documents under tight deadlines for consideration by senior managers in the Department.
  • Active Top-Secret Clearance.

Pay Range

107,000 - 112,000
