Main Purpose of Job
The primary role of the Deployment Manager at the Maryland Health Benefit Exchange is to oversee and manage the deployment of software applications and system updates, ensuring efficient and timely delivery while minimizing disruptions to operations.
This position is crucial for maintaining systems that are essential for supporting MHBE's enterprise and Health Benefit Exchange (HBX) applications.
These applications are critical for processing Medicaid applications and Qualified Health Plans (QHP). The Deployment Manager is responsible for managing resources, optimizing system performance, implementing best practices for system availability, reliability, and security, and troubleshooting any issues to maintain uninterrupted business operations.
Additionally, this role involves coordinating with all teams to schedule deployments, communicate updates and issues, and devise strategies to enhance deployment processes and reduce risks.
POSITION DUTIES
50% Responsible for overseeing all production and lower environmentdeployments and will be the central communicator for deployment schedules,updates, and issues.
15% Oversees the scheduled management and maintenance of ourinfrastructure, including cloud services, servers, networks, and security, inorder to reduce the impact of adverse events and improve the throughput ofdevelopment and maintenance.
10% Participate in release planning and assist with developing timelines,backlogs, and future project scope to ensure accurate release delivery.
10% Responsible for change management and planning IT services inconjunction with departmental leadership to ensure that systems and servicesmeet business and operational needs.
5% Stay current with industry trends, technologies, and best practicesrelated to IT deployment.
5% Updates and Reviews IT Policies and Procedures as requested.
5% Other duties as assigned.
MINIMUM QUALIFICATIONS
Education : Bachelor's degree from an accredited collegeor university in Information Technology, Computer Science, ManagementInformation Systems, or other information technology related field.
NOTES :
1.Graduation from anaccredited high school or possession of a high school equivalency certificateplus thirty credit hours from an accredited college or university in ComputerInformation Technology, Management Information Systems, Computer Science or otherinformation technology-related field to include coursework in DevOps may besubstituted for the required education.
2.Atleast 3 years of experience overseeing and managing the deployment of softwareapplications and system updates, ensuring efficient and timely delivery whileminimizing disruptions to operations.
3.Aminimum of 2 years of experience leading a team of IT professionals, includingtask delegation, performance management, and resource allocation.
4.Atleast 2 years of experience in change management and planning IT services,ensuring systems and services meet business and operational needs.
5.Aminimum of 3 years of experience managing and maintaining IT infrastructure,including cloud services, servers, networks, and security.
6.Atleast 2 years of experience staying current with industry trends, technologies,and best practices related to IT deployment, and integrating this knowledgeinto daily operations.

DESIRED OR PREFERRED QUALIFICATIONS
- Over 5 years of experience in advanced deploymentmanagement, demonstrating expertise in optimizing deployment processes andreducing risks.
- More than 4 years of experience in strategic planning andexecution of IT deployment strategies that align with organizationalobjectives, including collaboration with internal and external stakeholders.
- At least 4 years of experience leading initiatives toinnovate change management procedures and protocols, significantly improvingproject outcomes and operational efficiency.
- At least 3 years of demonstrated leadership in managing IToperations under high-stress conditions, ensuring high morale, team cohesion,and minimal service interruption.
- Strong analytical and problem-solving skills.
- Excellent communication skills including the ability tounderstand and communicate technical information to business users and gatherbusiness requirements that can be translated into technical requirements.
- Ability to manage multiple critical priorities and tightdeadlines.

Employees assigned such dutieswill be required to possess a motor vehicle operator’s license valid in theState of Maryland.
