We are looking for experienced and motivated individuals to fill our Local Programs Manager position within our Office of NYC Metro and Local Project Management team in Albany, New York.

New York has a very robust local program and typically invests hundreds of millions of dollars per fiscal year on local projects.

The ideal candidates for this position are experienced mid-career transportation professionals who have the skills and abilities to effectively represent FHWA to Federal, State, and local officials and the public on a broad range of transportation topics that affect local agencies.

Ideal candidates will have experience working with Federally funded highway programs and the delivery of highway projects from initial scoping through construction support and maintenance;

and experience conveying ideas and concepts in meetings and discussions, and in writing.

In this position, the candidate would work with our transportation partners which include Federal, State, and local officials.

As a Highway Civil Engineer , you will :

Represent the Division Office and FHWA in meetings, telephone contacts, public hearings, field reviews, and visits with State DOT officials and other Federal, State, and local agencies regarding assigned program areas and in assisting in the implementation of leadership initiatives.

Communicate and apply Federal laws, regulations, and FHWA policies applicable to Federal aid projects within the State DOT project development process.

• Monitor highway and other infrastructure improvements to determine if they are constructed to a desired quality and whether Federal aid construction funds are being expended in a manner consistent with applicable Federal laws and regulations.
• Lead and / or participate in assessments of State programs for effectiveness and compliance. Provide partners recommendations for performance and operational improvements and guidance on corrective actions.
• Provide review of projects in accordance with the Division’s risk-based stewardship and oversight plan. This may include review of plans, specifications, and estimates (PS&E) for appropriate application of design standards and criteria, conformance with policy and regulations, eligibility for Federal participation, traffic safety features, reasonableness of estimated unit prices, fulfillment of requirements from the transportation planning and NEPA process, and proper standard and special specifications and contract provisions.
• Participate in and contribute to Division program management activity including Division office policy, development of stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting processes.
• The ideal candidate for this position is a mid-career engineer with experience monitoring Federally funded highway programs or delivering highway projects from initial scoping through construction support and maintenance;

and experience conveying ideas and concepts in meetings and discussions, and in writing.

Albany is in upstate NY about 150 miles north of New York City. Housing in the area offers every option from city, suburban, and rural.

Most employees have less than a half hour commute and the regional transit agency offers many transit options. The Capital Region offers a broad range of arts and entertainment, unparalleled recreation, and renowned education at every level within a short distance from the Division office.

Albany is known for its extensive history, culture, architecture, and institutions of higher education. It is home to over 15 Universities and Colleges including Medical School, Law School, Engineering, Nanotechnology, Liberal Arts, and several Community Colleges.

We are also close to several world-class entertainment venues such as the Saratoga Performing Arts Center and Tanglewood, MA.
