You are :

A highly skilled Director of HR Operations with extensive experience in human resources, particularly within the federal government contracting sector.

How you'll make an impact :

The Director of HR Operations will be responsible for planning, leading, directing, developing, and coordinating the policies, activities, and staff of the Human Resources (HR) department, to ensure legal compliance and implementation of the organization's mission and talent strategy.

This role requires experience working with multiple companies under a single holding company, managing complex organizational structures, and establishing programs, processes, systems, and applications with both strategic foresight and hands-on execution.

Responsibilities :

  • Collaborates with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention, with a specific focus on government contracting and 8(a) businesses.
  • Plan, lead, develop, coordinate, and implement policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs, ensuring alignment with government contracting standards and requirements.
  • Administer and / or oversee the administration of HR programs including, but not limited to, compensation, benefits, and leave;
  • disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale;

occupational health and safety; and training and development.

  • Identifies staffing and recruiting needs; develop and execute best practices for hiring and talent management, with an emphasis on meeting compliance and security clearance requirements for federal contracts.
  • Conducts research and analysis of organizational trends including review of reports and metrics from the organization's human resource information system (HRIS) or talent management system.
  • Monitor and ensure the organization's compliance with federal, state, and local employment laws and regulations, as well as recommended best practices;

review and modify policies and practices to maintain compliance, particularly in relation to government contracting regulations such as FAR, DFARS, and OFCCP requirements.

  • Oversee clients' Affirmative Action Plans and Programs (AAPs) to ensure compliance with OFCCP, EEO, and VEVRAA regulations.
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law;

apply this knowledge to communicate changes in policy, practice, and resources to senior leadership.

  • Develop and implement a departmental budget, ensuring fiscal responsibility and alignment with the financial constraints and reporting requirements for federal contractors.
  • Facilitate professional development, training, and certification activities for HR staff.
  • Demonstrate proven ability to establish programs, processes, systems, and applications with a strategic mindset, while being capable of hands-on implementation.
  • Experience in working and overseeing complex HR Functions within the federal contracting sector.
  • Experience with Service Contract Act (SCA) contracts including compliance with application of wage determinations, fringe benefits, and other labor standards as set forth by the Act.
  • Performs other duties as required.

Here's what you need :

  • Bachelor's degree in Human Resources, Business Administration, or related field required; Master's degree preferred.
  • 10+ years of experience in progressively responsible human resources roles. At least (5) five years of human resource management experience is required.

Bonus points if you have :

SHRM-CP or SHRM-SCP is highly preferred
