Job Summary

This position will be used to fill up to two vacancies.

The primary purpose of this position is to conduct internal audits, manage and respond to external state and federal audits, and create audit management letters and compliance plans in response to OJP and grantee findings, including approval of grantee remedies.

The incumbent will lead OJP audit response and contribute to fiscal policy development to improve policies and procedures the involving fiscal management and budgeting.

In addition, this position will create and maintain risk assessment policy and procedures and will be responsible for coordinating risk assessments for all OJP grants, distributing the workload as needed to those in the Financial Compliance Unit and Grants Units.

The incumbent will also collect data on frequent audit findings and risk assessment issues, and conduct quick-turnaround analyses used by senior management or the legislature.

The incumbent serves as subject matter expert for state and federal financial compliance audits and will assist the Financial Compliance Unit Supervisor with the creation, implementation, and maintenance of grantee and grant manager financial training and technical assistance in the areas of audit and pre-risk assessment.

This position will be an active member of the Department of Fiscal and Administrative Services (DPS-FAS) divisional working group.

Qualifications

Minimum Qualifications

• Three (3) years* of professional level work experience with grant / contract administration, public sector auditing, accounting, or financial compliance
• Ability to work cooperatively with individuals from diverse backgrounds and underserved communities
• Bachelor's degree or higher in public or non-profit administration, public policy, accounting, finance, planning, political science, community and economic development, or closely related field may substitute for one (1) year of experience.

Applicants that meet the above minimum qualifications will be further evaluated on the following.

• Knowledge of structure and functions of federal, tribal, state, and local units of government
• Experience with GAAP accounting principles, audits, and financial compliance reviews
• Possession of a high level of math ability to interpret, analyze, and discern financial reports
• Experience analyzing, interpreting, and / or implementing federal and state law, rules, policies, and procedures, such as 2 CFR 200
• Communication skills sufficient to present complex information in plain language to varied audiences including one-on-one communication, written reports, and presentations
• Interpersonal skills sufficient to establish collaborative working relationships with colleagues and partners with diverse backgrounds
• Excellent computer skills including proficiency in Microsoft Office Suite

Preferred Qualifications

• Knowledge of principles and practices of project management
• Experience developing, implementing, and communicating technical documents such as policies, procedures, processes, or training materials
• Experience with community engagement, training, and / or technical assistance to potential and current grantees regarding financial and accounting best practices
• Knowledge of e-grants or other grant management databases

Physical Requirements

Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently.

Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
