Management Sciences for Health (MSH) is seeking a Technical Director / Senior Malaria Technical Advisor (TD / SMTA) for a potential USAID-funded new malaria activity in Democratic Republic of Congo (DRC) for an anticipated USAID-funded new malaria activity in Democratic Republic of Congo (DRC) that aims to support stronger, more resilient health systems at all levels;

save lives; decrease morbidity and disability; and increase the potential of women, newborns, children, families, and communities to thrive.

  • This future activity will support DRC Ministry of Health priorities to advance universal health care coverage; complement other donor investments;
  • leverage previous health and other US Government (USG) investments; build on evidence-based practices to achieve and sustain health outcomes;

and mitigate the need for humanitarian assistance.

This position is subject to project award and funding.

OVERALL RESPONSIBILITIES

This position will be responsible for all malaria program and technical direction, ensuring that staffing is aligned with the project's vision, goals, and plans to achieve all programmatic results.

With guidance and support of the Chief of Party (COP), the Deputy Chief of Party (DCOP) will coordinate the provision of technical services, harmonize efforts, and maximize synergy and integration between project program areas and units MCH / FP, health systems strengthening, global health security, malaria.

The TD / SMTA will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to the clients we serve including but not limited to timely producing high-quality documentation of project's successes and lessons learned for local and international audiences, as well as quarterly reports.

QUALIFICATIONS

SPECIFIC RESPONSIBILITIES

The TD / SMTA is responsible for the following :

Technical leadership, oversight, and management of the technical aspects of the project's scope of work and ensure effective and timely implementation of the project.

Assess state of malaria service delivery in DRC, and design and facilitate implementation of technical activities to strengthen malaria services and ensure technical staff apply nationaland internationally accepted technical norms and standards and best practicesfor timely delivery of high-quality malaria services.

Set direction and coordinate annual workplan development, implementation, and review. Support the Chief of Party (COP) in the design, roll-out, and day-to-day management, and implementation of interventions, and, when appropriate act in the place of the COP.

Collaborate and provide technical support to stakeholders on various levels to ensure that program outcomes are achieved including the National Malaria Control Program (NMCP) and its National Malaria Control Strategy, provincial and health zone officials, collaborating non-governmental organizations and other implementing partners.

Support capacity building efforts of NMCP and provincial health staff. Participate in key, in-country malaria working groups and networks.

Liaise regularly on technical issues and scope with the President's Malaria Initiative (PMI) / DRC team.

QUALIFICATIONS

Master's degree in public health, or relevant discipline, MD or PhD preferred. Minimum of 7 years of senior-level experience implementing malaria (or Maternal and Child Health) projects with demonstrated success in achieving results.

USAID experience preferred. Familiarity with the structure, systems, and policies of the health sector in DRC, particularly the NMCP.

Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, and other donor organizations.

Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.

Must have proven experience supervising and mentoring technical staff for similar health projects in developing countries.

Experience organizing and working with teams to produce high-quality deliverables. Fluency in French and strong English language skills.

Demonstrated strong writing and oral presentation skills in English.
