Intelligence Operations Specialist (Partner Engagement Strategy, Oversight, and Synchronization)

Duty Description Overview : The Office of the Under Secretary for Defense for Intelligence and Security (OUSD(I&S)) is committed to deepening alliances and foreign partnerships in support of the National Defense Strategy (NDS).

OUSD(I&S) has directed the Defense Intelligence Enterprise (DIE) to pursue mutually beneficial intelligence partnerships that expand our shared understanding of threats, increase our combined effectiveness in operations, and lighten our security burden.

The DIE is a broad community of organizations that include DIA, NGA, NRO, NSA and the intelligence components for the military services and the combatant commands.

Within OUSD(I&S), the Commonwealth and Partner Engagement office is responsible for :

  • 1. Overseeing the development, management, and coordination of intelligence relationships between the DIE and foreign governments / international organizations;
  • 2. Developing mechanisms and strategies to advance and synchronize the DIE's foreign intelligence relationships;
  • 3. Establishing and maintaining defense intelligence relationships with select foreign partners;

4. Synchronizing and facilitating intelligence information sharing activities across the DIE and with foreign partners.

Within OUSD(I&S) / C&PE, the Partner Engagement Strategy team manages responsibilities 1 and 2 above, and establishes priorities that guide 3 and 4 above.

Duties : Serves as an Intelligence Operations Specialist in OUSD(I&S)'s C&PE office. Co-manages the PE Strategy team along with the PE Strategy team chief, and leads the development and maintenance of the Partner Engagement Common Operating Picture (PE COP) capability.

PE COP is an Air Force Program of record under the Command Control Information Environment (C2IE) framework. Provides substantive advice and responsive support to all of the C&PE's broad-reaching initiatives to oversee, advance, and synchronize intelligence relationships between the DIE and foreign governments.

Has significant impact shaping DIE-wide foreign partnership priorities and associated mechanisms in line with the National Defense Strategy (NDS).

Identifies opportunities to foster new or enhance existing DIE partnerships in support of the NDS, the Defense Intelligence Strategy (DIS), the OUSD(I&S) foreign engagement strategy, and broader DoD Policy and US Intelligence Community goals and strategies.

Coordinates and communicates PE priorities across C&PE regional teams, the DIE, and with other key stakeholders including OSD Policy, ODNI, CIA and foreign partners.

Serves as an interlocutor and advocate for OUSD(I&S) goals and objectives across the DIE to foster a sense of community and cooperation.

Minimum Qualifications Required Mandatory Requirements :

  • Excellent verbal and written communication skills, including ability to exert influence with senior leadership and to communicate effectively at all levels of an organization, both internally and externally to OUSD(I&S).
  • Confidence representing OUSD(I&S) positions in interactions (inter-agency meetings, oral presentations, etc) with other segments of the DIE, OSD, USIC, and Foreign Partners.
  • Broad knowledge of the missions and organization of the DIE, USIC, Military Departments, Combatant Commands, and the Joint Staff.
  • Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex projects and programs.

Desired Requirements :

  • Experience (recognized expertise preferred) with International Affairs and coordinating efforts with foreign partners.
  • Experience (recognized expertise preferred) in developing and coordinating U.S. government strategy and the implementation of said strategies.
  • Educational or professional qualifications related to Interdisciplinary IC / DIE teams against a range of functional or regional intelligence issues.
  • In-Depth knowledge of relevant subjects to include the National Defense Strategy alliances / partnerships priority and the USD(I&S) and DIE's organizations history, mechanisms and processes for fostering defense intelligence foreign partnerships.

Conditions Highly qualified GG-14s will be considered for this position.
