Position Summary : The Human Resource ( HR ) Director plans, leads, directs, develops, trains, and coordinates the HR functions and activities of the Missoula Rural Fire District’s ( District ) to ensure legal compliance and implementation of the District’s mission and goals.

The HR Director provides leadership and oversight for development, implementation, and administration in the areas of compensation, benefits, leave, labor relations, staffing, recruitment, retention, and organizational policies and procedures and assists in the implementation, management, and auditing of HR programs and systems.

Supervision : The HR Director reports directly to the Fire Chief and has no supervisory responsibility.

Essential Duties and Responsibilities : This description is illustrative only and not intended to be all-inclusive.

  • Leads the design, development, and implementation of a broad range of HR practices that are aligned with the District’s priorities.
  • Provides support and guidance to the Fire Chief and employees on various HR issues such as corrective action, performance management, policy and procedures, contract interpretation, and compliance requirements.
  • Oversees and administers HR programs, including but not limited to : benefits, leave, evaluation, and promotion.
  • Provides strategic planning for and oversees the District’s compensation programs including union and non-union salary administration, salary surveys, statistical reports, job analysis, market reviews for all positions, and salary structure.
  • Assists with compliance of the Collective Bargaining Agreement.
  • Ensures consistent and fair treatment of applicants and employees of the District.
  • Participates in the investigation and resolution of ongoing employee relations and / or compliance issues.
  • Performs internal HR investigations including but not limited to : policy violations, terminations, and discrimination complaints.
  • Guides and assists in providing legally compliant accommodations including leading the interactive process.
  • Oversees the creation and maintenance of position descriptions.
  • Participates in the District’s organizational development and cultural change efforts.
  • Maintains employee file records and information.
  • Participates as an integral part of the District’s labor relations team including labor negotiations, labor / management meetings, grievances, mediations, arbitrations, and other activities including salary / benefits survey research and analysis for bargaining unit classifications.
  • Ensures compliance with workers’ compensation regulations and manages and administers workers’ compensation claims including documentation, claim processing, and return to work program.
  • Works with the District’s Safety Committee to monitor and suggest safety changes to reduce on-the-job injuries.
  • Maintains and expands knowledge of existing and proposed HR related federal, state, legal, and regulatory requirements including EEO, Fair Labor Standards Act, Wage and Hour, FMLA, and other regulatory requirements in order to advise employees and management on legally compliant requirements, processes, and procedures.
  • Oversees all aspects of the recruitment and selection process. Screens applications, prepares interview questions, participates on interview panels, checks references and background information on top candidates, assists with job offers, and ensures recruitment files are complete and adequately maintained.
  • Provides comprehensive new employee orientation.
  • Develops and implements HR policies and procedures.
  • Develops and implements training and education on HR policies, procedures, and associated employment laws.
  • Advises on employee corrective action and disciplinary matters.
  • Develops and manages HR budget.
  • Other duties as assigned.

Required Knowledge / Skills / Abilities :

  • Knowledge of employment laws and regulations and ability to explain and consult on same.
  • Knowledge of the National Labor Relations Act.
  • Knowledge of the principles and practices of investigations, dispute resolution, leadership and management, data collection, statistical analysis, recordkeeping, report preparation, and business correspondence.
  • Knowledge of basic use of personal computers and productivity applications such as word processing, data management, presentation, spreadsheet, and customized software applications.
  • Knowledge of compensation and benefit programs.

Required Experience / Training / Licenses / Certifications :

  • Proof of eligibility for employment in the United States.
  • Five or more years professional related experience in human resources with an organization of more than 25 employees.
  • Bachelor’s degree in Human Resources or related field.
  • SHRM-CP, SHRM-SCP, PHR, SPHR or equivalent.
  • Valid state driver’s license.

Preferred Experience / Training / Licenses / Certifications :

  • Human Resource experience with Montana local governments.
  • Human Resource experience with public labor relations / contract negotiations.
  • Master’s degree in Human Resources or related field.
