Program Manager II
This position is a three-year term position; scheduled to end on June 30, 2028. Continued employment in this position is contingent upon renewal of term.
The Department of Housing and Community Affairs (DHCA) works to preserve and increase the supply of affordable housing, maintain existing housing in a safe and sanitary condition, preserve the safety and quality of residential and commercial areas, ensure fair and equitable relations between landlords and tenants, and support the success of common ownership communities all with a focus on reducing racial inequities and climate change impacts.
The Office of Common Ownership Communities (OCOC) at DHCA is seeking a dedicated and skilled Program Manager II to join our dynamic team. A leader with strong strategic, analytical, and community association engagement skills to manage and support the DHCA mission to improve or enhance the quality of living within a Common Ownership Community. In this role, you will work closely with various stakeholders to address and resolve complex issues. Your expertise will be crucial in driving initiatives that promote sustainability and resilience within these communities.
As the Program Manager II with the Office of Common Ownership Communities (OCOC) at DHCA this role will focus on identifying and providing technical assistance to troubled and / or distressed Common Ownership Communities to help improve their short- and long-term health and viability. As a complement to this broader work, this position will manage and administer the Common Area Assistance Loan Fund (CAALF) for troubled and / or distressed Common Ownership Communities (COC), which provides financial assistance for financially impaired COCs with critical and hazardous building, structural, and / or site deficiencies. This work will directly impact the safety and habitability of the occupants within these communities, making this a challenging and rewarding role. This position reports to the Common Ownership Communities Manager and does not supervise any employees. This position will also provide specialized aid and support to the OCOC, including but not limited to educational training and presentations.
Duties include, but are not limited to :
Edit and maintain an accurate database of identified troubled and / or distressed COCs. Ensure compliance with Chapter 10B County Code and regulations governing jurisdiction and requirements, which are applied following standard operating procedures. Utilize thoughtful judgment and significant problem-solving capabilities to oversee the program, identify, track, and administer the CAALF for troubled and / or distressed COCs. Address critical or hazardous infrastructure that may lead to loss of occupancy for one or more residential dwellings and / or pose imminent danger to the residents / public. Carry out the CAALF's broader mission and vision, ensuring public awareness and understanding of the published program criteria, applicable policy, procedures, and guidelines. Provide general assistance to the OCOC. Perform other job-related duties as assigned.
The selected candidate must attend private or public meetings outside of regular working hours (weeknights, weekends), as required. A criminal background check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.
Experience : Thorough five (5) years professional experience in administer, monitor and manage the review, analysis and awards of loans to eligible Common Ownership Communities. Education : Graduation from an accredited college or university with a Bachelor's Degree. Equivalency : An equivalent combination of education and experience may be substituted. LICENSE : Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence. This position is designated as one that requires filing a Financial Disclosure Statement and you will be required to disclose information about your financial affairs. This position requires completion of a pre-employment Medical History Form to assess your ability to safely perform the essential duties of the role.
