Position : Senior Network Engineer
Duration : 3year base periodwith two (2) oneyear option periods commencing from the Notice toProceed (NTP) Effective Date.
Location : Baltimore MD (Onsite from Day1)
Summary Statement :
The Maryland Department of Transportation (MDOT) isissuing this CATS TORFP on behalf of the State HighwayAdministration (SHA) Office of Information Technology (OIT) isissuing this CATS Task Order Request for Proposals (TORFP) in orderto procure the services defined in this section as specified inthis TORFP from a task order between the successful mastercontractor and the State Highway Administration to obtain theservices of one Master Contractor to provide twentyfive resources.
These resources shall be highly qualified to provide services andsupport to SHA IT systems operations maintenance management as wellas the support of SHAs IT infrastructure and associatedtechnologies.
Additional Tasks
- To Contractor personnel shall be responsible forknowledge transfer activities such as background and status updatemeetings background and status update emails or job shadowingoccurring on the reassignment of a project resource from onetask / project to another (either permanent or temporarytransfer).
- To Contractor personnel shallattend network section desktop section service desk or IT liaisonmeetings and other meetings upon request.
- ToContractor personnel shall assist in review and / or recommendationsof hardware and / or software evaluations including Commercial offthe Shelf (COTS) software as needed.
- ToContractor personnel shall assist in research efforts supportingthe operations division as needed.
General Responsibilities of NetworkEngineer (Senior)
The TOContractor personnel shall in cooperation with other SHA networktechnicians work with SHA staff and IT liaisons supporting the SHAinfrastructure end user needs and Tier 1 service desk.
Thisincludes the following tasks :
- Responsible forthe design and implementation of large data communications ortelecommunications networks. Plan and monitor the installation ofcommunications circuits.
- Manage and monitorlocal area networks and associated equipment (e.g. bridges routersmodem pools and gateways). Conduct short and longterm plans to meetcommunications requirements.
- Responsible forthe design and implementation of Local Area Network (LAN) / WideArea Network (WAN) using hub switching and router technology.
Perform hardware / software analyses to provide comparative data ofperformance characteristics and suitability within the existingsystems environment.
- Prepare tradeoff studiesand evaluations for vendor equipment. Generate networkmonitoring / performance report for LAN / WAN utilizationstudies.
- Recommend network designchanges / enhancements for improved system availability andperformance.
Requirement Network Engineer(Senior)
- At leastfive (5) years of experience in the following technicalareas :
- Senior level experienceworking in a network and IT systems environment including protocols(TCP / IP) equipment and services (DNS).
- Planning designing implementation and analyzing data ortelecommunications networks.
- Networkanalysis / management tools and techniques.
- ITtechnology and long distance and local carriermanagement.
- Managing Personal Computers (PCs)in a client / server environment.
Required OfferorExperience :
The following experienceis preferred and will be evaluated as part of the TO TechnicalProposal.
Offeror shalldemonstrate at least five (5) years experience providing three (3)or more Network Engineer(Senior) .
Preferred PersonnelExperience :
The following experienceis preferred and will be evaluated as part of the TO TechnicalProposal.
- Offeror shall demonstrateexperience in providing help desk end user and infrastructuresupport resources in a prior engagement within the last 3years.
- Offeror shall demonstrate priorexperience rapidly responding to a work order for additionalresources at an ongoing engagement.
- Offerorshall demonstrate the extent to which the Customer (s) weresatisfied with Offerors performance engaged in a five (5) yearcommitment.
