Energy Analyst II / Senior Energy Compliance
A key member of the Compliance Department in Finance and Accounting supporting APS Marketing and Trading Floor (natural gas, emissions and power trading operations), working cross-functionally Front-to-Back Office to enable compliance with power trading rules and regulations.
What your day will be like :
1) Conducting Compliance Reviews and audits within APS Marketing and Trading . These reviews and audits will assess whether departmental processes are documented, reviewed, updated regularly, and in compliance with applicable policies, practices, procedures standards, regulatory guidance and laws.
The findings and corrective action(s) will be communicated to process owners and management.
2) Investigating and documenting compliance matters
3) Fostering a culture of compliance, by encouraging the reporting of any issue or violation of policy
4) Overseeing timely resolution of policy
5) Serving as the source or contact for internal and external inquiries from various organizations including government agencies, audit firms and industry associations
Employees in Flex roles are required to reside in Arizona (or NM for Four Corners-based employees). Role types are subject to change based on business need.
This position requires to be in office an average of 1x a week.
Preferred Skills
Experience in an energy trading environment, Regulatory / Operational Risk is preferred but not required.
Self-starter skills and competencies are essential for the role
Knowledge of Organized Markets, futures exchange operations, trading, risk management and commodity regulations are preferred but not required.
Ability to read, understand, and communicate complex legal, regulatory, and policy documents and effectively communicate with executive management, and other market participants
Able to provide guidance and support to team to manage compliance and control risks
Proficiency with Microsoft Office Suites
Understanding of energy risk management and related internal controls
Strong research, critical thinking and analytic skills
Demonstrated interpersonal and analytical skills and a willingness to be hands-on problem solving
Strong interpersonal skills and team working capabilities
Minimum Requirements
Energy Analyst II
BS degree in Business, Accounting or Finance and 2 years' related experience in financial analysis / reporting or data analytics OR advanced degree in applied data analytics, data science or statistics and prior practical related work experience.
Thorough knowledge of Microsoft Excel, Access, PowerPoint and Word
Energy Analyst Senior
BS degree in Business, Accounting or Finance and 3 years experience in accounting reconciliation, energy billing, or financial reporting;
or an equivalent combination of education and experience.
Knowledge of the applied use of energy accounting processes, related auditing techniques, and Generally Accepted Accounting Principles.
Some positions may require experience working with the administration of energy contracts and the development, implementation and maintenance of financial reports and spreadsheets.
Major Accountabilities
1) Provides daily monitoring and reconciliation of trading activity to ensure that control procedures based on FERC, ACC, and Sarbanes Oxley requirements are followed.
Ensures that trading activity is conducted under the rules and controls documented in the Enterprise Risk Management Guidelines.
2) Analyzes, prepares, and ensures monthly and quarterly FERC Filings are submitted completely and accurately. Reviews, researches, and ensures that changes in regulatory guidance are adopted appropriately, including any required changes to system functionality and reporting.
3) Assists in the coordination and preparation and documentation of Sarbanes Oxley processes and controls using a risk-based approach.
Develops and performs Sarbanes Oxley audit plans to ensure effective operation of controls through periodic testing using generally accepted audit standards.
4) Exercises judgment within broadly defined practices and policies in determining methods, techniques, and evaluating criteria for obtaining results.
Serves as a technical resource in developing analysis and interpreting contract parameters / agreements / policies to ensure compliance with regulatory and government rules and regulations.
May develop specifications / requirements of system enhancements used to develop solutions to data integrity and reporting.
5) With minimal supervision, conducts complex special projects as assigned, demonstrating competency in developing appropriate strategy to complete research and analysis.
Depending upon project scope, may perform, participate in, or coordinate project.
6) Assists in the development of procedures and controls to solve complex problems requiring evaluation of a broad range of factors and risks, and may involve trading operations, risk management of trading products, and derivatives.
Effectively interfaces and resolves complex issues with departmental staff, other departments, executive management, and internal / external customers to meet project requirements.
7) Utilizes online research sources to track federal and state regulatory decisions and policies, restructuring legislation, California ISO, and business-related issues.
8) Prepares reports, filings, presentations, and various analyses related to special projects and regulatory and industry issues.
Identifies trends and issues, provides interpretation and develops recommendations based upon findings.
