Job Description
Microsoft is seeking a Traffic and Roadway Program Manager to join our team and oversee the planning, scoping and enablement of traffic and roadway related development requirements.
The program manager will be responsible for implementing a programmatic approach to addressing datacenter development requirements associated with offsite traffic and roads across multiple regions.
The qualifying applicant will be responsible for coordinating with internal and external stakeholders, assisting in managing scope and schedules, ensuring compliance with local and state DOT regulations, and resolving any issues that arise during the project lifecycle.
They will also be expected to provide technical guidance and leadership on offsite traffic and roadways to the Land Development team, as well as collaborating with other program managers and directors on strategic initiatives and best Responsibilities
- Create and manage the traffic and roadway program for multiple regions.
- Develop traffic and roadway risk criteria that can be used during site due diligence. Work with internal stakeholders to assess risk severity and develop mitigation strategies.
- Coordinate with internal teams, such as EHS, community affairs, civil engineering, and datacenter operations, to ensure the traffic and roadway requirements for datacenter permitting and development can be implemented promptly.
- Liaise with external parties, such as AHJs, DOTs, contractors, consultants, and utility providers, to obtain permits, approvals, agreements, and support for any required traffic and roadway projects.
- Monitor and control traffic and roadway project studies including their budgets, schedules, scopes, and quality, and report on the project status and performance to senior management and stakeholders.
- Identify and mitigate any risks, issues, or conflicts that may arise during the traffic and roadway project lifecycle, and escalate them as needed.
- Stay updated on the latest local trends, regulations, and best practices in the traffic and roadway field, and incorporate them into the traffic and roadway program as appropriate.
- Collaborate with other program managers and directors on cross-functional and cross-regional initiatives, and share lessons learned and best Requirements
- Bachelor's degree in civil engineering, transportation engineering, or related field.
- At least years of experience in traffic and roadway engineering, with at least years of experience in managing traffic and roadway studies and programs.
- Proven track record of successfully delivering or managing traffic and roadway studies on time, within budget, and with high quality.
- Strong knowledge of traffic and roadway engineering principles, practices, and standards, as well as local and state regulations and requirements.
- Excellent communication, negotiation, and interpersonal skills, with the ability to build and maintain positive relationships with internal and external stakeholders.
- Strong leadership, management, and problem-solving skills, with the ability to motivate and mentor the traffic and roadway engineering team.
- Willingness and ability to travel to different regions as needed.
- Multimodal experience, including walkways, bike paths, and mass transit, is a plus.

Disqualifiers
Best vs. average The best candidate will be able to demonstrate tangible experience with traffic and roadway design, permitting, and planning.
That experience could be with public municipality, private engineering firm, or private land development company.
Performance indicators Developing a repeatable & scalable program for identifying development projects with high-risk traffic & roadway impacts.
Delivering programatized mitigation solutions for those projects. They will be highly successful if they can draw upon existing knowledge held by internal partner team pertaining to construction impacts and construction of data centers.
