CLASS DESCRIPTION

The Baltimore City Department of Housing and Community Development is seeking an Assistant Commissioner (Operations Manager I) for our Permits & Litigation Division - Permits & Plans Review and Trades Licensing & Registration Section.

The Baltimore City Department of Housing and Community Development (DHCD) was created in 1968 to consolidate local community development efforts with housing and building code enforcement.

With over 400 employees, DHCD strengthens City neighborhoods by attracting investors, developers, and homebuyers. Through the administration of Community Development Block Grant (CDBG), HOME funds, City bond funds, and other creative financing mechanisms, DHCD finances and guides strategic development projects to meet housing and neighborhood needs.

To hold property owners accountable and keep neighborhoods safe, DHCD monitors construction and building activity and enforces the City's building, fire, zoning and related codes, as well as provides energy conservation services.

The Assistant Commissioner, (Operations Manager I), for Permits & Litigation is responsible for directing, leading, coordinating, and managing the activities of the Permit Office which includes managing the processing of permits, trades licensing / registration, document maintenance and retrieval, and the Plans Review Office which reviews construction drawings.

This position is responsible for the administrative, fiscal, and resources functions for the section. The Assistant Commissioner will coordinate DHCD with other city agencies to assist developers, businesses, and individual citizens in receiving permits for their property.

The Assistant Commissioner will report to the Deputy Commissioner of the Permits & Litigation Division.

ESSENTIAL FUNCTIONS

  • Supports Deputy Commissioner in formulating data-based strategy, systems, processes, procedures, and long-term strategic goals for the Permits & Litigation Division.
  • Oversee the implementation of the same and offer recommendations for effective and efficient operations. Directs and monitors decisions originating from the Deputy Commissioner;

informs staff of new directives and provides direction.

  • Directs, leads, coordinates, and manages the activities of the Permit Office, Plans Review Office, and Trades Licensing / Registration Unit.
  • Manages permit staff and workflow and coordinates complex / large projects for code compliance and code waivers. Meet with engineers / developers to ensure familiarity with full permit processes.
  • Undertakes projects as required and prepares reports and correspondences for the Deputy Commissioner utilizing Word, Excel, PowerPoint, ProjectDox, and the Division's permit tracking software.
  • Provides information assistance and answers to questions from staff, external agencies, and the public.
  • Acts as a liaison for the Deputy Commissioner when dealing with staff, external agencies, the public, elected officials, and other Deputy commissioners.
  • Assists with the overall management division assets; reviews and approves payroll.
  • Performs other related duties.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION : Have a master's degree in architectural or structural engineering from an accredited college or university.

EXPERIENCE : Have five (5) years of experience in senior management policy driven operational responsibilities.

  • Knowledge of standard office management methods.
  • Knowledge of organizational structure, staffing patterns and administrative controls.

  • Ability to exercise judgment and discretion in applying and interpreting departmental policies, codes, rules, regulations and procedures.

  • Ability to communicate effectively with co-workers, staff of other agencies and the public.
  • Strong knowledge of business analytics and performance management.
