W ho We Are Looking For
The ideal candidate for this position would be a bi-lingual (English and Spanish proficiency) licensed professional traffic engineer (PE or PTOE certification) or a civil engineer with expertise in transportation analysis and planning, with additional experience in roadway engineering and traffic signal design.
A minimum of five years of experience, in a combination of both private sector and public sector fields, providing technical assessment of development and capital project transportation impacts, transportation capacity analysis and modeling, and processing of development applications including crafting of conditions of approval would be ideal.
Ideal candidates will possess strong verbal , writ ten , and c ommunication skills with the ability t o speak in public land use hearings and public open houses comfortably on topics within the candidates areas of expertise.
The ideal candidate would embrace equitably all modes of mobility (pedestrian, bicycling, transit, freight, and vehicular) and be a visionary creative problem solver.
Knowledge in use of leveraging transportation systems development charges for the mutual benefit of private development and the general public would be ideal.
Essential Job Duties In c lude :
- Periodic updates to, and implementation of, the Citys Transportation System Plan;
- Researching and conducting long range and development specific transportation studies and investigations;
- Coordination with land use casefile planners, developers, and consultants in evaluating development applications and Traffic Impact Analyses, preparing findings, and legally defensible conditions of approval;
- Performing safety analyses and evaluating development and public infrastructure designs for safety enhancement;
- Reviewing and making comments on roadway and traffic signal permit design submittals ;
- Representing City at public and neighborhood meetings regarding transportation issues;
- Representing City transportation infrastructure and planning needs with agency partners, elected officials, regional and state policy makers;
- Management of project implementation including consultant contract management, preparation of scope, schedule, budget, contracts, development agreements, and intergovernmental agreements;
- In field and analytical evaluation of civil engineering, multi-modal transportation, and traffic signal infrastructure needs and design solutions.
- Defines and analyzes transportation systems and operational alternatives utilizing VISUM regional travel model, Mesoscopic modeling software, VISSIM microscopic simulation modeling, and other operational analysis software including SYNCHRO AND SimTraffic.
Acceptable Experience and Training
Bachelors degree in a closely related field and 5 years of experience related to area of assignment including supervisory responsibility;
or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Licensing / Certifications
- Candidates must be a licensed
- State of Oregon Professional Transportation Engineer or a Professional Civil Engineer with expertise in transportation engineering and operations, or able to obtain license within 6 months.
- Valid drivers license and safe driving record required.
- Bi-Lingual proficiency in English and Spanish both in spoken and written form is preferred. Writing skills with proper grammar and spelling is preferred.
- Proficiency required in traffic engineering operational capacity evaluation software including Synchro, SimTraffic, and Sidra.
- Proficiency required in traffic simulation and modeling computer software using VISUM and VISSIM. AutoCADD and Geographic Information Systems (GIS) preferred.
- Substantial knowledge of 4-step regional travel demand modeling preferred.
