Part Time Contracts Specialist
Sincerus is seeking a skilled Part Time Contracts Specialist to join our team. This role involves serving as the principal advisor on contract-related matters to the company and executive management team.
The specialist will supervise, direct, and manage all contract administration-related activities through every phase of the procurement lifecycle, including pricing strategy support, proposal development, negotiations, administration, maintenance, and closeout.
The successful candidate will provide oversight and evaluation of major proposals, monitor significant contracts, lead or assist in key negotiations, resolve performance issues, identify risks and associated mitigations, and ensure compliance with company policies, procedures, and government contract requirements.
Additionally, they will provide advice and counsel on interpreting contract terms and conditions, support business development and program management by drafting, reviewing, negotiating, and executing non-disclosure agreements, teaming agreements, U.
S. grants, cooperative agreements, and other domestic and international binding arrangements. The role also involves negotiating contracts, subcontracts, and purchase agreements in accordance with Federal Acquisition Regulations (FAR) and Sincerus policies and procedures, including source selection, cost / price analysis, and certifications.
Furthermore, the specialist will collaborate with company management to continuously improve processes and policies to promote compliance and efficiency and possess knowledge and experience with ITAR and export licensing laws and regulations.
Contract's Responsibility :
- Maintain corporate and organizational agreements when executed and / or renewed
- Review, approve and issue corporate purchase orders for independent consultants, etc., supporting business development, management and program teams
- Maintain fully executed corporate purchase orders and modifications in Unanet
- Draft, review, negotiate and execute non-disclosure and teaming agreements for business development, management and program teams
- Maintain repository on SharePoint with all fully executed NDA, TA and subcontract agreements
- Maintain and update NDA, TA and subcontract templates to keep agreements relevant and safeguard Sincerus interests
- Review and submit Sources Sought and Request For Interest responses
- Receive and review solicitations, identify risks and provide mitigation strategies, request solicitation clarifications, provide interpretation of solicitation language, distribute solicitation amendments, provide input to and submit PPQs, develop budget narratives, cross-walk budget narrative with technical proposal, provide pricing strategy input, participate in final pricing reviews, compliance review of proposal output with solicitation requirements, submission of proposals, respond to Government proposal questions, clarifications and / or negotiations, request post award de-brief (win or lose), attend and provide feedback to lessons learned workshops
- Maintain RFP, proposal development and submission documents within SharePoint
- Post-award contract set up, circulation of contractual documents to functional leads, kickoff meetings - internal and external, assist with invoicing set up in accordance with established CLIN structure, review, approve and issue purchase orders for 1099 employees, program support service vendors (translation services, drivers, etc.
and equipment purchases
- Maintain fully executed program-related (Government funded) purchase orders and modifications in Unanet
- Receive, review, sign, distribute, manage contract modifications, receive, distribute, review and submit customer request for change proposals, monitor and manage contract compliance, provide advice and counsel relating to customer requests during contract performance, attend weekly customer program meetings for entire contract portfolio, review all weekly SITREPS, receive and respond to customer data calls, assist with invoice development, ensure program submits contract deliverables in accordance with contractual due dates and required customer distribution list, 75% funding notifications, submit key personnel change requests, ensure program team is not performing work outside the stated scope of work, ensure program is performing the stated scope of work
- Maintain document repository in SharePoint, by IDIQ and task order, for all contract awards, modifications, closeouts, statements of work, DD254s and other associated award / modification documents
- Maintain and revise mandatory IDIQ flow down terms and conditions, as well as Commercial Item terms and conditions for non-government goods and services.
- Maintain Contract and Procurement policy and procedures
- Contract closeout duties including de-obligation modifications, final invoice submission, closeout certifications and closeout modifications
Systems Management
- Monitor CPARS.gov website. Receive, distribute, respond to CPARS and maintain final copies in CPARS.gov and SharePoint
- Maintain SAM.gov corporate registration, which includes CAGE Code, DUNS Number, EIN, UEI, annual rep and cert re-certification, corporate data, NAICS codes, banking information
- Maintain SAMS Domestic.gov (and Grants.gov) for grant / NOFO RFP receipt, proposal submission and award
- Assist with DDTC registration and renewal, facilitate Visual Compliance checks, CTIPS compliance and TAAs
Qualifications
- A minimum of 5 years of experience in contract management, with a strong understanding of the FAR and other relevant regulations.
- Proven experience in negotiating and administering contracts with vendors and suppliers.
- Strong business management skills, with the ability to analyze data and make informed decisions.
- Excellent communication and negotiation skills, with the ability to work effectively with vendors and other stakeholders.
- Proficiency with relevant contract management software.
- Experience with vendor management and compliance management.
- Strong attention to detail and ability to manage multiple projects simultaneously.
