The City of Pearland, TX is seeking a Full-Time Development Manager to lead and improve aspects of the day-to-day operations of our Pearland Economic Development Corporation (PEDC) .

The Full-Time Development Manager earns a competitive annual salary of $79,029.75 - $100,762.92, based on qualifications.

Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance plus the majority portion of the medical premium for employees and their dependents.

We also offer a retirement plan through the Texas Municipal Retirement System (TMRS) with a 2 : 1 employer match, life insurance, disability, access to the city's recreation fitness center, employee assistance program, educational assistance, 11 paid holidays and 2 designated paid holidays, paid vacation, sick leave , and an active wellness program focusing on physical, mental, and financial health.

A DAY IN THE LIFE AS A DEVELOPMENT MANAGER

Job Summary

The purpose of th is job within the organization is to provide professional management of redevelopment and economic development projects, including infrastructure and beautification projects through design, engineering, construction , and maintenance phases , as part of the Pearland Economic Development Corporation (PEDC) .

This job works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Essential Functions

  • Overall, a ssist in the implementation of the Corporation's strategic plan and program of work including g oa ls, obje ct ives , policies, and procedures of Pearland's redevelopment and corridor areas.
  • Procure and manage contracts for design / engineering consultants and construction of infrastructure projects, entryways, and streetscape improvements, while coordinating plan and specification reviews and facilitating design kick-offs through the PER / 30%, 60%, 90%, and 100% phases, and reviewing engineering reports and construction documents.
  • Direct all aspects of construction, including administering contracts, oversight of all consultants, surveyors, testing labs, contractors, CM / CIs , and administrative staff ;

conducting preconstruction conference, progress meetings, project site visits and resolving issues in the field.

  • Oversee ongoing maintenance of entryways and streetscape improvements, including conducting field inspections, managing maintenance contracts for landscaping, irrigation, water fountains, and electrical components, and reviewing reports on irrigation inspections and chemical applications.
  • Assist businesses and developers in the pre-development and permitting process. Act as liaison between businesses, the City, and various strategic partners to address concerns and resolve issues.

May participate in business prospect meetings.

Perform long-range planning assignments including redevelopment strategies for Pearland's principal corridors and master plans for redevelopment areas.

Work with consultants, stakeholders, and community groups on developing long-range plans.

Requirements

Minimum Education and Experience Requirements :

  • Requires a Bachelor's Degree in business administration , public admin istration, finance, planning or closely related field.
  • Requires four (4) years of experience in managing engineer consultants, design and construction project management , construction inspection, or other closely related experience.

Special Certifications and Licenses :

Valid Texas Driver's License
