Main Purpose of Job
This position serves as the AssistantDirector of the Research, Review and Policy Division for the MarylandDepartment of Planning (MDP) and has a diverse set of responsibilities workingwith internal staff and external stakeholders on planning challenges facingMaryland and local jurisdictions and ensuring timely progress on MDP'sprojects, programs, and priorities.
Responsibilitiesinclude decisions and recommendations that support the Division Director and compriseMDP's official position on a variety of matters that affect state and locallegislation;
local policies, programs, and plans; and state programs thatsignificantly affect transportation, protection and restoration ofenvironmental resources, agricultural and natural resource land preservation, sustainablegrowth, and climate change mitigation and adaptation.
Theposition works with other staff from MDP, other state agencies, localgovernments, federal agencies, stakeholders, and the public toward addressingGovernor Moore's priorities for the state of Maryland.
The position alsocontributes to MDP's vision for sustainable growth to ensure Maryland achieveseconomic prosperity for all through the development of plans, policies, andplaces that have embraced diversity, treasured all shared heritages, and upheldhuman well-being and ecological regeneration as paramount.
To facilitate sustainable growth; supportvibrant, thriving, resilient and revitalized communities; and ensureconsistency and alignment of plans and projects, the Assistant Director of theReview, Research and Policy Division, in coordination with the DivisionDirector, Assistant Secretary of Planning Services and other MDP leadership : Participatesin the development and implementation of state-level policies and plans toensure achievement of sustainable growth objectives, including transportation, landreuse and redevelopment, ecological resources regeneration, land preservation,and climate change mitigation and adaptation policies and plans.
Overseesor supports implementation of mandated programs that facilitate or encouragebest planning practices and sustainable growth.
Coordinatesand completes mandatory intergovernmental and departmental reviews of proposed local,state and regional projects and plans to ensure alignment with statesustainable growth policies.
Respondsto inquiries from residents, legislators, nongovernmental organizations, localgovernments, and other stakeholders regarding MDP mandated responsibilities.
Identifiessignificant gaps, needs and deficiencies within local, state and regionalplanning efforts to inform MDP's planning best practices education and outreach.
Completesresearch in support of all MDP initiatives.The Assistant Director of the Research,Review and Policy Division coordinates with and follows the direction of theDivision Director to support and guide the work of the Division's units.
Theposition supports the Division Director with managerial and administrativefunctions of the units, including supervision of staff, project and programmanagement, and development and monitoring of work programs and progressreports.
As needed, this position also works with the MDP External Affairs unitto address legislative matters requiring subject matter expertise.
This is a Management Service position, and serves at the pleasure of the Appointing Authority.
POSITION DUTIES
Works with unit managers and staff to establish, adjust, andensure successful implementation of the Department's programs and associatedpolicies, workplans, templates, checklists, evaluation criteria and procedures.
Asneeded, may support or serve as the Department Secretary's designee and / orserve as Department liaison in communications and program activities involvingfederal, state, and local government agencies, or with the general public,elected officials, and stakeholders.
Manages staff and Division responsibilities. Oversees thedevelopment, implementation, and adjustment of assigned scopes of work andworkplans.
Monitors work efforts and progress reports. Identifies significantgaps, needs and deficiencies within local, state and regional planning effortsto inform MDP's best practices education efforts.
Directs and supports thecompletion of research in support of all MDP initiatives. Oversees and directs the use of staff time and financialresources to support short-term and long-range plans for the Division.
Ensures sufficient and timely development and training of staff.Astrong environmental and / or transportation background is important along withknowledge of local, state, and other planning processes.
Excellent analyticaland research skills required. Ability to learn quickly, retain information,manage multiple projects simultaneously, and be efficient and productive.
MINIMUM QUALIFICATIONS
Education : A Master's degree from an accredited college oruniversity in Planning, Sustainable Development, Transportation, EnvironmentalScience, Environmental Studies, Architecture, Public Administration, LandscapeArchitecture, Political Science, Sociology, Regional Science, InformationTechnology and / or Urban Affairs.
Experience : Five years of experience, including two years ofmanagement responsibilities, in developing or implementing policies and / orprograms within the planning, sustainable development, transportation, landreuse, redevelopment, or environmental fields.
Note : Candidates may substitute U.S. Armed Forces military serviceexperience as a Commissioned Officer in Logistics, Urban Planning, Architect,Geospatial Intelligence Analyst or Cryptologic classifications;
or Logistics,Urban Planning or Architect specialty codes in the Architect field of work, ona year-for-year basis, for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
AICP or CC-P certification.Five years of experience in the following : Establishing, adjusting, and ensuring successful implementation of programs and associated policies, workplans, templates, checklists, evaluation criteria and procedures.
Experience conducting and facilitating meetings.
