ABOUT

Management Sciences for Health (MSH) is seeking Technical Directors for the anticipated USAID global supply chain and pharmaceutical management project Task Orders, with the purpose of providing USAID Missions and USAID Washington with proven best practices, scalable innovations, and differentiated approaches to maximize progress towards the project's objectives, with tailored approaches for each Task Order’s country context.

The goal of the IDIQ is to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities.

With 3 core objectives : strengthening local supply chain systems; increasing the availability of quality assured, essential health commodities;

and lastly strengthening pharmaceutical management systems.

With an initial project phase of 5 years, MSH is seeking to attract committed, experienced technical professionals from around the world to join our dedicated best in class team.

We are currently seeking applications from candidates to fulfill the role of Technical Director on each of the following Task Orders.

OVERALL RESPONSIBILITIES

The Technical Director Role is a key leadership position that is responsible for overseeing the projects technical strategy, approaches, and implementation of the task order at the global and country level, coordinating country-based activities, and ensuring high technical standards and program performance.

The Technical Director is a member of the management team and, with the Program Director, represents the program to USAID, representatives from collaborating country governments, and stakeholders.

SPECIFIC RESPONSIBILITIES

The following responsibilities are generic across all 3 task orders; specific project deliverables will be incorporated on assignment.

• Ensure that the program identifies and addresses the technical expectations, needs, and interests of donor and that the solutions reflect the strategies and design of the program while complying with USAID rules and regulations.
• Develop and promote a performance improvement culture and processes necessary for ongoing improvement of the effectiveness and efficiency of the overall program, program’s technical approaches and tools for use during implementation at the country level.
• Oversee overall technical approach and technical implementation and field-based activities to ensure efficient, effective and sound interventions.
• Contribute to and monitor country development and execution of work plans that meet country requirements and address the needs of USAID.
• In collaboration with home office staff and country teams, ensure that country offices are adequately and efficiently technically resourced.
• Support communication and coordination with USAID and other stakeholders in technical areas.
• Coordinate with other technical area leads and partners to ensure coordinated and integrated strategies, approaches, work streams, and high-quality deliverables.
• Ensure that program activities are compliant with SOPs and MSH policies.
• In collaboration with the management team, ensure that timely remedial actions are taken to mitigate any possible risks.
• Represent the program to USAID missions and other donors at the country levels.
• Facilitate and participate in international events to interact with stakeholders, experts, policymakers, and potential partners.
• Facilitate the generation of evidence-based interventions at the global, regional, and country levels.
• Write technical reports and publications on the program’s technical interventions and results.

Task Orders

Task Order A

Countries that significantly rely on USAID and / or other donors to directly manage procurement as well as warehousing and / or distribution of donated commodities.

• Availability of quality-assured, essential health commodities increased, through operational support of supply chain management in coordination with other supply chain partners.
• Local supply chain systems strengthened to ensure a reliable supply of quality health commodities, with lower reliance on donor-managed and parallel supply chain systems.
• Capacity of national pharmaceutical systems, including regulatory systems, improved to support access to quality, safe, and effective medical products and services.

Task Order B

Countries that typically manage some donor-procured commodities through their own warehouse and distribution services, or through government-managed third-party service provider.

• Locally-led supply chain governance strengthened, fostering stakeholder engagement, improving resource allocation and management, and utilizing private sector capabilities.
• Supply chain processes improved to enable continuous access to quality-assured, essential health commodities.
• National Pharmaceutical systems ensure that quality, safety, efficacy, and affordability of health commodities in the supply chain and promotes standards of good pharmacy practices that improve appropriate use.

Task Order C

Countries with established national supply chain systems whose sustainability, efficiency, and resilience are concerns for their further improvement and where regulatory systems require strengthening to ensure maximum health impact.

• Pharmaceutical systems sustainably strengthened, including quality pharmaceutical services and functional regulatory systems.
• Locally-led and -managed supply chain systems ensure a reliable, sustainable supply of quality, safe, effective, and affordable health commodities through public and private sector channels.

Candidates should indicate which Task Order they feel best suits their experience level and skill set.

This position is subject to project award and funding.

QUALIFICATIONS

• A master’s degree or higher in supply chain management, public health, international development or a related field.
• At least 15 years of professional experience and proven competence managing and providing technical assistance in and across supply chain management, pharmaceutical management or cross-cutting systems strengthening activities in LMICs.
• Experience in program management, technical leadership, and oversight of large, complex projects that operate across multiple countries.
• Experience residing in low- or middle-income countries and working in the areas of pharmacy, supply chain, public health, health policy, or related field is preferred.
• Demonstrated technical and thought leadership applying solutions and strategic approaches to improve health commodity supply chain and pharmaceutical management systems.
• Demonstrated supervisory experience managing a large group of technical experts, both remotely and in person, to ensure delivery of high-quality technical support and products.
• Project start up, and project transition experience is highly preferred.
• Strong management; interpersonal, written and oral communication (in English); mentoring, supervision, and facilitation skills.
• At least five (5) years of demonstrated experience and success working in partnership with U.S. Government agencies, international donors, or other multilateral agencies.

Ability to network and communicate with a wide range of stakeholders.

Ability to interact professionally in one or more relevant foreign languages (e.g., French, Spanish, Portuguese) is preferred.

The expected salary range for this position is : $190,000.00 - $200,000.00 annually (U.S. locations only).
