PRIMARY PURPOSE :

The Director, Safety and Security (DSS) is responsible for developing, administering, and managing comprehensive operations in public safety, occupational health, and environmental programs.

Collaborating with senior management, this position strategically plans and implements College-wide safety and security goals, ensuring the safety and protection of students, faculty, staff, and visitors.

The DSS serves as the liaison with local law enforcement agencies and other college entities, providing intelligence, resources, and essential contacts.

Reporting directly to the Vice President of Finance & Administration, the DSS oversees all duties related to maintaining safety and security across facilities, grounds, materials, and equipment, and ensures compliance with relevant regulations.

CORE DUTIES and RESPONSIBILITIES :

Develop, Implement and Manage a Comprehensive Security Program

Act as the chief advisor to the executive leadership team on all safety and security related matters.

Assess the safety and security measures and risks and provide strategic initiatives based on findings.

Lead the communication and implementation of the overall safety and security strategy for the organization.

Oversee all aspects of the security program, to include physical security controls, access control, visitor management, surveillance systems, alarm systems, and emergency preparedness.

Manage and enforce College-wide public safety policies, procedures, and departmental policies, including evaluating existing programs and directing enhancements.

Administer and coordinate security-related projects, security equipment upgrades and replacement, and contract service arrangements for security personnel and special events.

Collaborate and coordinate with other departments to prepare and communicate plans for special events.

Oversee the Campus Safety budget.

Collaborate on College-wide teams focusing on mental health, bias incident response, and threat assessment, while ensuring staff are properly trained and certified.

Conduct regular security audits and risk assessments; communicate findings and make changes where appropriate.

Remains informed of evolving security threats and trends and implements necessary adjustments.

Fosters a culture of safety and security awareness within the College community.

Lead and Manage the Security Team

Supervise and command serious field situations, assess hazardous situations, and oversee security personnel screening, selection, training, evaluation, and discipline.

Respond to routine and emergency assistance calls, make urgent calls to law enforcement agencies, and maintain accurate records of daily activities and incidents.

Maintain a thorough knowledge of non-violent crisis intervention and de-escalation techniques. Handle situations according to Otis College policies and procedures.

Recruit, train, supervise, and evaluate security personnel.

Develop and maintain a positive and professional security culture.

Communicate and coordinate activities with subordinate staff, and ensure appropriate handling and documentation of incidents.

Ensure effective communication and collaboration between the security team and other departments.

Emergency Management & Occupational Safety

Develop College-wide emergency preparedness goals, conduct risk assessments, and oversee training programs to increase emergency awareness and preparedness.

Develop and implement emergency response plans for various scenarios, including fire, medical emergencies, active threats, and natural disasters.

Conduct regular training, emergency drills, and exercises for emergency preparedness, active shooter situations, and disaster planning, while also conducting public awareness programs on safety and security

Manage emergency supplies and equipment, monitor CLERY reportable incidents, and ensure compliance with OSHA and CAL-OSHA regulations.

Serve as a Campus Security Authority and mandatory reporter under the CLERY Act, enforce safety regulations, and attend relevant training programs.

Collaborate with external agencies and vendors for training and emergency response, while demonstrating flexibility and adaptability in a changing work environment.

Serve as the College’s liaison with local law enforcement, emergency response, and social agencies.

REQUIRED SKILLS and EDUCATION :

Master’s degree in Security Management, Criminal Justice, or a related field (preferred)

Minimum of 10 years experience in law enforcement, the military, emergency management, or a corporate security function.

Minimum of 5 years experience in a leadership role within the security industry, preferably in a school or non-profit organization.

Combination of experience and education may substitute for minimum education).

Knowledge of relevant and current safety / security principles, regulations and laws.

Valid California Driver’s License.

Must be eligible and willing to obtain necessary permits and licenses to carry firearms in accordance with local, state, and federal laws.

Must maintain current CPR / First Aid and AED certification throughout duration of employment.

Proficiency in basic math, computer applications, and familiarity with BSIS regulatory requirements, including Workers Compensation laws, HIPAA, and OSHA regulations.

Strong understanding of security best practices, risk assessment, and emergency preparedness.

Demonstrated management and knowledge of building security alarm, fire alarm, video surveillance, and access control, including appropriate application of devices to provide security for dynamic circumstances.

Knowledge and experience with developing and managing disaster recovery plans and business continuity plans.

Proven ability to develop, implement, and manage security programs.

Excellent leadership, communication, and interpersonal skills.

Ability to effectively present in a variety of formal group and one-on-one settings. Command attention and manage group processes.

Ability to work independently and as part of a team.

Knowledge of commercial security systems, investigative techniques, legal implications of security operations, and operating procedures of law enforcement agencies.

Proficient in security technology and software.

Discretion, integrity, and a commitment to the highest ethical standards.

Strong analytical and problem-solving skills.
