Department Summary

The Finance, Space & Logistics department supports Facilities Management and works in consultation with the Assistant Vice Chancellor and Directors heading up each operating unit to monitor finances, control deviations, anticipate financial trends and initiate proactive responses.

Finance, Space & Logistics has responsibility for overseeing over $200 million of expenditures. The annual fiscal responsibility breaking down to : facilities management, energy services, AVC office, space and other funds with a division FTE of approximately 1,000.

The department has responsibility for providing accounting, finance, materiel management and space information services to the employees of Facilities Management.

The space component of the department serves the entire University and reports data up to UCOP. In addition to departmental functions, the financial component is the primary financial liaison with the Administrative Vice Chancellor's office and the Academic Planning and Budget office.

Facilities Management is the only department on campus with a delegation of $25 thousand per order; other campus departments are limited to $2,500.

Due to this high delegation Materiel Management (the logistics component) is available for purchase orders for the campus during emergencies and breaks facilitated through the Facilities Management 24 / 7 / 365 Trouble Call Center.

Position Summary

The Fund Manager is responsible for providing fund account management and reporting for the Facilities Management Division and its departments.

The incumbent is responsible for conducting / supervising complex budget preparation and analysis requiring a knowledge of University academic and administrative plans and budgetary procedures including budgetary planning, policy formulation, and presentation.

  • Performing budgetary analysis for Facilities Management makes detailed budgetary recommendations for budgetary allowances;
  • drafts material to summarize, synthesize, and justify budget programs; gathers data, conducts surveys, and makes studies in connection with budgetary formulation and administration, such as cost-feasibility analysis, and workload trends;
  • gives information and advice to University officials and departmental administrators regarding specific phases of budget preparation and presentation;
  • performs continuous budgetary control of appropriations on a campus-wide basis; prepares instructions for budget preparations;

and makes recommendations for improving the budgetary process and procedures. The Fund Manager is a valued team member and integral to the success of Facilities Management and the University. Come Join Us!

Salary & Compensation

UCLA provides a full pay range. Actual salary offers consider factors, including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.

Qualifications

  • 1. Demonstrated leadership, supervisory, and consensus-building skills. (Required)
  • 2. Working knowledge of the principles of human resources including providing feedback, counseling, coaching, employee relations and conducting performance evaluations. (Required)
  • 3. Working knowledge of accounting theories, principles and practices to perform accounting activities, with emphasis on accounts payable. (Required)
  • 4. Extensive knowledge of finance policies, practices and systems, budgeting and reporting techniques, fund accounting and bookkeeping. (Required)
  • 5. Expert ability using multiple spreadsheet and database software tools to synthesize and integrate information for highly complex, strategic financial analysis, fiscal management, and financial reports. (Required)
  • 6. Proven ability to deal with changing priorities and direct the work of others accordingly. Ability to multi-task. (Required)
  • 7. Demonstrated ability to effectively communicate both verbally and in writing. (Required)
  • 8. Accounting and statistical skills in : computing ratios, rates and percentages; performing statistical computations such as correlation coefficients, and analysis of variances associated with budgetary activity. (Required)
  • 9. Ability to speak on a one-to-one basis using appropriate vocabulary and grammar to : obtain information; explain policies and procedures;

and persuade others to accept or adopt a specific opinion or action. (Required)

  • 10. Demonstrated interpersonal skills and ability to work effectively across the organization at all levels. (Required)
  • 11. Ability to prioritize assignments for completion; and to accurately complete work in a timely manner or within a specified time period.

Ability to research, develop, and coordinate various projects. (Required)

12. Working knowledge of the fund sources available to Facilities Management specifically the restrictions and recordkeeping requirements of each. (Preferred)

Education, Licenses, Certifications & Personal Affiliations

Bachelor's Degree Bachelor's degree in related area and / or equivalent experience / training (Required)
