As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

POSITION DUTIES
This is a Management Service position, and serves at the pleasure of the Appointing Authority. The main purpose of this position is to serve as the statewide program manager for the Divisionof Rehabilitation Services Facilities Operations, including facility and securityoversight and management for the Workforce and Technology Center (WTC), a24-hour comprehensive vocational rehabilitation facility, DORS headquarters, 23field offices, as well as the Disability Determination Services location.
Duties include the management and supervision of maintenance andgroundskeeping, housekeeping, DORS Security, central supplies, mail room, andlobby and reception areas for the DORS / WTC complex.
Responsibilities also include contractmanagement for food service and outsourced facilities services, agency inventory,fleet management, risk management, the Agency’s Continuityof Operations Plan, and application of ADA in regard to facility issues. Duties Include :
- Manage the Facilities Operations Branch in accordance with established federal and state regulations and policies and agency policies and procedures
- Statewide responsibility for coordination and monitoring of the property leases, space acquisitions for the American Job Centers, inventory control, security / safety, fleet and risk management
- Coordinate the activities of the Facilities Operations Branch with other offices within Administration and Financial Services, WTC and the field offices.
Develop internal controls for Facilities Operation activities.
- Provide staff training and guidance in program areas, such as : Maintenance, Security, Inventory Control, Space Acquisition, Fleet and Risk Management, Safe Driving, and other areas of staff responsibility
- Develop policies and procedures to assure compliance and / or address compliance concerns. Work with the Department of General Services, Office of Real Estate, on new and renewal leases Develop annual and long-range plans for facility lease renewals or office moves and capital projects
- Coordinate and monitor contracts for food service and other building services, such as landscaping, janitorial, plumbing, maintenance, and repair services
- Arrange for required facility, elevator, HVAC and other required inspections
- Manage security personnel and work with them to provide security and safety training and drills for staff and consumers
- Develop an annual budget for DORS facilities operations to include leases, repairs, contracts, capital projects, personnel, equipment, utilities, and other facility-related costs
- Prepare requisitions or approve State credit card purchases for the acquisition of supplies, equipment, repairs, utilities, and services relative to the WTC complex
- Work with MSDE Procurement throughout the procurement process, including preparing Scopes of Work, providing technical information, responding to inquiries, and attending pre-bid site visits
- Manage contracts, including meeting with contractors, monitoring performance for contract compliance, reviewing invoices and approving payments, etc.
MINIMUM QUALIFICATIONS
Education : Bachelor's degree in business, management, real estate, finance, public administration or a related field from an accredited college or university Experience : Three years of experience in property or program management supervising other employees Note : Additional experience as described above may be substituted on a year for year basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
- Professional work experience in property / facility and lease management
- Professional work experience in emergency management
SPECIAL REQUIREMENTS
