Senior Project Management Specialist

Boeing Product Security Engineering (PSE) organization is actively seeking a Senior Project Management Specialist to help build a world-class Product Security workforce. The selected candidate will be able to choose from the following work locations : Oklahoma City, OK; Berkeley, MO; El Segundo, CA; Huntsville, AL; Ridley Park, PA; Seattle, WA; St Louis City, MO.

You will design and deliver people strategies to attract, develop, deploy, and retain high-performing engineers, and create practical staffing processes, manager tools, and career development resources. Partnering with engineering leaders, PSE business units, Government Operations, Legal, HR, and Finance, you will lead cross-functional initiatives to improve skill health, internal mobility, onboarding, learning pathways, and technical acumen. We're looking for a people-first, hands-on leader who can convert strategic vision into scalable programs that empower our teams and enable Boeing to deliver exceptional engineering.

Primary responsibilities :

  • Leads planning, scheduling, coordination, and execution of workforce strategies across multiple business units to ensure consistent implementation of workforce management and development practices
  • Implements and manages a PSE employee rotation program
  • Facilitates management of the PSE Technical Fellowship Talent Review process
  • Supports the management of PSE training requirements. Including development and procurement as necessary
  • Leads the development and execution PSE skill health assessment efforts
  • Establishes an operational rhythm for resource forecasting and staffing, ensure planning is complete, and maintain a sourcing strategy for Boeing employees, contract labor, and purchased services
  • Builds relationships to gain support and commitment from others, promote ideas with enthusiasm, conviction, and assertiveness
  • Facilitates recurring meetings, technical exchanges and reviews
  • Communicates plans and strategies with senior / executive leadership
  • Drives results using appropriate processes, tools, schedules, metrics, and data analytics

Basic Qualifications (Required Skills and Experience) :

  • Level 3 : 6+ years of related work experience or an equivalent combination of education and experience
  • Level 4 : 10+ years of related work experience or an equivalent combination of education and experience
  • Bachelor's degree or higher
  • 6+ years of experience planning, managing, and executing projects
  • 5+ years of experience leading workshops and working sessions
  • Experience utilizing scheduling tools (i.e. OPP, MS Project, Primavera, or Artemis, etc.)
  • Strong written and verbal communication skills with experience preparing and presenting to executives
  • Preferred Qualifications (Desired Skills and Experience) :

  • Project management certification (PMP, PMI, PMBOK, PMBP, etc)
  • Experience managing or leading teams
  • Familiarity with talent pipeline management
  • Experience in cybersecurity, security network architecture, embedded systems security, or security testing and evaluation
  • Procurement and / or Finance experience
  • Experience with web portal management
  • Experience with HCL Forms

    Summary Pay Range :

  • Mid-Level (Level 3) : $81,600 - $126,500
  • Senior (Level 4) : $100,300 - $156,400
